Abstract
Throughout the years, public aid has been supplied to the air transport sector to promote passenger traffic in certain airports that cannot generate enough demand by themselves. A clear example is Girona's airport, where Ryanair was the airline par excellence for several years to a large extent because of public money. It is fundamental putting down public policy through evaluation to guarantee the transparency, effectiveness, and efficiency of public administration. That is why this project pretends to develop an election Logit model that characterizes demand behaviour between Girona's and Barcelona's airports to analyse the different administration alternatives for managing public resources that benefit the election of Girona. Effectiveness, income redistribution, and positive externalities for the territory criteria need to be considered. The Logit model has been calibrated with 12 observations corresponding to the months of 2017, which are scant because of the scarcity of data but sufficient to characterize the problem from the strategy and public policy point of view and having per variables flight frequency and total travel cost including the access to the airport stage. The behaviour of the called intermediate demand is studied, which is the unique demand subdued to an election, considering that it can access the airport using a private vehicle or public transport. Three alternatives are analysed: give a direct subsidy to the airline to increase the number of its frequencies, go for a direct subsidy to the passenger with a reduction of the public transport fare and the investment in an additional access service such as an airport shuttle that removes the timeout. From the results it is concluded that although it is not a highly efficient measure, the best alternative is back the reduction of public transport fares, getting that most of the intermediate demand opt for Girona.
