Abstract
El helipuerto que servirá en la zona de los Pirineos ha de satisfacer las necesidades de estacionamiento y base para el helicóptero Robinson R44, que trazará una ruta turística sobrevolando los Pirineos, brindando una experiencia diferente a los turistas que quieran disfrutar de unas espectaculares vistas y de las sensaciones inéditas de volar en helicóptero. El helipuerto será propiedad de una empresa privada, y servirá como plataforma de estacionamiento para el helicóptero de diseño y dispondrá de oficinas de atención al cliente. Estará bien comunicado por tierra, es decir, será de fácil acceso. A continuación, se sintetiza y se describe el contenido que se desarrolla en cada capítulo de la memoria, con el fin de que el lector conozca los procesos seguidos para diseñar el helipuerto turístico, permanente y de superficie que se pretende construir en los Pirineos. El proyecto deberá regirse por la normativa y su procedimiento aplicable. De este modo, se empezará estudiando la legalización del helipuerto (certificado de la DGAC y aprobación por parte del departamento competente en materia aeroportuaria (Direcció General de Transports i Mobilitat del Departament de Territori i Sostenibilitat de la Generalitat de Catalunya). En este primer capítulo, se analizarán los procesos que se han de llevar a cabo para la solicitud y resolución del establecimiento del helipuerto y su puesta en funcionamiento. Después, en el Capítulo 2, se seleccionará el emplazamiento del helipuerto, teniendo en cuenta las generalidades descritas por el Manual de Helipuertos de la OACI. Asimismo, se estudiará la situación heliportuaria en Catalunya, y más concretamente en la zona de los Pirineos. En este segundo capítulo, se justificará a nivel medioambiental la viabilidad de ubicar el complejo heliportuario en el emplazamiento seleccionado. Ulteriormente, se llevará a cabo un estudio que certifique la compatibilidad del espacio aéreo (Capítulo 3) para después realizar un estudio meteorológico y orográfico de la zona (Capítulo 4): vientos, lluvia, temperaturas y visibilidad, con el objetivo de situar correctamente la helisuperficie para las maniobras de aterrizaje y despegue del helicóptero. El siguiente paso será reunir las características del helicóptero de diseño y definir su Clase de performance (Capítulo 5): el Robinson R44 Raven II. Una vez estudiados sus datos geométricos, se diseñará la helisuperficie siguiendo las directrices del Real decreto 1070/2015, de 27 de noviembre (Capítulo 6): dimensionado (FATO, TLOF, SA y calles de rodaje), servidumbres para despegar y aterrizar con los estándares de máxima seguridad (Capítulo 7); y, en el Capítulo 8, diseño de las ayudas visuales (indicadores, señales y luces). Seguidamente, en el Capítulo 9, se dimensionarán las edificaciones de carácter fijo (hangar, tanque de combustible, terminal de pasajeros, zona de estacionamiento y vallado perimetral) y las conexiones (carreteras) que han de llevar adecuadamente a los clientes al Helipuerto del Valle de Aneu. Posteriormente, en el Capítulo 10, se incluirá el procedimiento de emergencia, añadiendo en el hangar el equipo de salvamento y extinción de incendios, así como los agentes extintores, que variarán en función de la longitud total del helicóptero de diseño. Finalmente, se hará un estudio del impacto acústico (Capítulo 11), esencial para la viabilidad del proyecto aeronáutico, y se configurará detalladamente el presupuesto necesario para constituir el complejo heliportuario (Capítulo 12). The heliport that will serve in the Pyrenees area has to meet the needs of parking and base for the Robinson R44 helicopter, which will trace a tourist route flying over the Pyrenees, providing a different experience to tourists who want to enjoy spectacular views and of the unprecedented sensations of flying by helicopter. The heliport will be owned by a private company, and will serve as a parking platform for the design helicopter and will have customer service offices. It will be well connected by land, that is, it will be easily accessible. The content that is developed in each chapter of the report is synthesized and described, in order that the reader knows the processes followed to design the tourist, permanent and surface heliport that is intended to be built in the Pyrenees. The project must be governed by the regulations and their applicable procedure. In this way,it will begin by studying the legalization of the heliport (certificate of the DGAC and approval by the competent department in airport matters (Direcció General de Transports i Mobilitat del Departament de Territori i Sostenibilitat de la Generalitat de Catalunya). In this first chapter, the processes to be carried out for the application and resolution of the establishment of the heliport and its implementation will be analyzed. Then, in Chapter 2, the site of the heliport will be selected, taking into account the generalities described by the ICAO Heliports Manual. Likewise, the heliportuary situation in Catalonia will be studied, and more specifically in the Pyrenees area. In this second chapter, the feasibility of locating the heliportuary complex on the selected site will be justified at an environmental level. Next, a study will be carried out to certify the compatibility of the airspace (Chapter 3) and then carry out a meteorological and orographic study of the area (Chapter 4): winds, rain, temperatures and visibility, with the aim of correctly positioning the helisurface for the landing and takeoff maneuvers of the helicopter. The next step will be to gather the characteristics of the design helicopter and define its Performance Class (Chapter 5): the Robinson R44 Raven II. Once its geometric data have been studied, the helisurface will be designed following the guidelines of Real decreto 1070/2015, de 27 de noviembre (Chapter 6): dimensioning (FATO, TLOF, SA and taxiways), easements to take off and land with maximum safety standards (Chapter 7); and, in Chapter 8, design of visual aids (indicators, signals and lights). Then, in Chapter 9, the fixed buildings (hangar, fuel tank, passenger terminal, parking area and perimeter fencing) and the connections (roads) that must adequately take customers to the Aneu Valley Heliport will be sized. Subsequently, in Chapter 10, the emergency procedure will be included, adding in the hangar the rescue and firefighting equipment, as well as the extinguishing agents, which will vary depending on the total length of the design helicopter. Finally, a study of the acoustic impact will be carried out (Chapter 11), essential for the viability of the aeronautical project, and the necessary budget to constitute the heliportuary complex will be configured in detail (Chapter 12).
