The present master’s dissertation aims to synthesize the regulations and contents about search and rescue operations at sea and more specifically in the humanitarian maritime rescue. From the theoretical aspect concentrated in the first chapter to the practical application presented in the second chapter. In the first chapter, we will begin by studying the conventions sponsored by the International Maritime Organization (IMO)and which are related to maritime rescue: the SOLAS Conventionand the SAR'79 Convention. The next topic will be dealt with the manuals prior to the current regulations, the Merchant Ship Service and Rescue (MERSAR)and the International Maritime Service and Rescue Organization (IMOSAR). In addition to the manual created by the International Civil Aviation Organization (ICAO). The current manual, the International Aeronautical and Maritime Search and Rescue(IAMSAR), will then be presented. At this point, the levels of coordination that exist between the different constituent elements of the SAR system in each of the search and rescue regions will be broken down. To then delve into the phases and stages of an operation of these characteristics. In addition to a study of the different search techniques recommended by the manual. In the second chapter, the application of these methods and techniques,in the current problem of migration in the central Mediterranean,will be studied. Initially, an attempt will be made to contextualize the current situation through a study of the peculiarities of humanitarian maritime rescue. In addition, migration factors, applicable regulations and migration routes will be discussed. Finally, the operation of the civilian maritime rescue ship Alan Kurdiwill be studied. The ship belongs to the German non-governmental organization Sea-Eye, and is part of the fleet of the various NGOs that carry out SAR tasks and perform their work in the central Mediterranean.
El presente trabajo pretende sintetizar la normativa y contenidos acerca de las operaciones de búsqueda y salvamento en la mar y más concretamente en el salvamento marítimo humanitario. desde el aspecto teórico concentrado en el primer capítulo a la aplicación práctica presentada en el segundo capítulo. en el primer capítulo se empezará por estudiar los convenios auspiciados por la organización marítima internacional (omi) y que están relacionados con el salvamento marítimo: el convenio solas y el convenio sar’79. el siguiente tema a tratar serán los manuales previos a la normativa actual, el merchant ship search and rescue (mersar) y el international maritime organization search and rescue (imosar). además del manual creado por la organización de aviación civil internacional (oaci). a continuación, se presentará el manual actual, el international aeronautical and maritime search and rescue (iamsar). en este punto se desglosarán los niveles de coordinación que existen entre los distintos elementos constituyentes del sistema sar en cada una de las regiones de búsqueda y salvamento. para seguidamente profundizar en las fases y etapas de una operación de estas características. además de un estudio de las distintas técnicas de búsqueda recomendadas por el manual. en el segundo capítulo se estudiará la aplicación de estos métodos y técnicas en la problemática actual, de las migraciones, en el mediterráneo central. inicialmente se tratará de contextualizar la situación actual mediante un estudio de las peculiaridades del salvamento marítimo humanitario. además, se tratarán los factores migratorios, la normativa aplicable y las rutas migratorias. finalmente se estudiará la operativa del buque de salvamento marítimo civil alan kurdi, perteneciente a la organización no gubernamental alemana sea-eye, y que forma parte de la flota de las distintas ong que realizan tareas sar y desempeña sus labores en el mediterráneo central.
