Des-cubrir cauces / Recuperar ‘estratos agrícolas / Regenerar barrios

Abstract

La transformación de las redes urbanas de agua y la influencia sobre los cauces naturales o artificiales históricos ha sido bien estudiada por distintos autores. En concreto, los procesos de cubrimiento de arroyos, canales y acequias son un episodio recurrente, que llegan, con distintos grados y en distintas épocas, a un punto en el que la mayoría de la red hídrica de la ciudad preindustrial queda completamente cubierta o clausurada. Recientemente, los procesos de recuperación de cauces urbanos se han generalizado tras el descrédito de los excesos y abusos de etapas del desarrollismo, y manifiestan una nueva sensibilidad hacia los cauces hídricos en el paisaje urbano. La Comunicación presenta en tres apartados iniciales el estado actual en materia de recuperación de cauces urbanos. En el primero se revisan los enfoques de corte ecológico que se trasladan a nuevos instrumentos de gestión hidráulica y proyecto urbano. En el segundo, se analizan las recientes intervenciones de re-descubrimiento de cauces naturales, y en el tercero se revisa la nueva sensibilidad mostrada en las ciudades españolas hacia el patrimonio cultural y ambiental de los espacios de huerta. El último apartado presenta el potencial que posee Zaragoza para des-cubrir la red hídrica de la estructura agraria que mantiene su funcionalidad bajo las calles de los barrios tradicionales. La condición de ciudad-huerta y la oportunidad de integrar estos cauces en los planes de regeneración urbana deberían ser dos ingredientes principales de un ‘proyecto de ciudad’ que continúe con los logros conseguidos en los proyectos de ‘recuperación de riberas’ de 2008.

The transformation of urban water networks and the influence on historical natural or artificial channels has been well studied by different authors. Specifically, the processes of covering streams, channels and ditches are a recurring episode, reaching, with different degrees and at different times, a point where most of the pre-industrial city water network remains completely covered or closed. Recently, the processes of recovery of urban channels have become general after the discredit of the excesses and abuses of stages of developmentalism, and they show a new sensitivity towards the water channels in the urban landscape. The Communication presents, in three initial sections, the current status of the recovery of urban channels. In the first one, ecological approaches which are transferred to new instruments of hydraulic management and urban project are reviewed. In the second, the recent interventions for the re-discovery of natural channels are analyzed, and in the third, the new sensitivity shown in Spanish cities towards the cultural and environmental heritage of agricultural spaces is reviewed. The last section presents the potential of Zaragoza to discover the water network of the agrarian structure that maintains its functionality under the streets of traditional neighborhoods. The ‘orchard-city’ status and the opportunity to integrate these channels in the urban regeneration plans should be two main ingredients of a 'city project' that continues with the achievements of the 'riverbanks recovery' projects in 2008.
