Más que una lista: el proceso de acercamiento al nuevo catálogo del patrimonio arquitectónico y urbano de Barcelona

Abstract

El catálogo del patrimonio arquitectónico de Barcelona acaba de cumplir cuarenta años. Sus modificaciones, ampliaciones e integraciones le han permitido sobrevivir a las profundas transformaciones que la Ciudad Condal ha vivido desde 1979. Sin embargo, los nuevos escenarios globales de movimiento de personas y capitales, el repentino éxito turístico de la capital catalana y una renovada visión cultural acerca del significado de la dimensión patrimonial, imponen una revisión profunda del catálogo, recientemente emprendida por la municipalidad. La comunicación presenta dicho proceso de revisión, que involucra profesionales dentro y fuera de la administración. Participación, visión de barrio, sostenibilidad ambiental y, sobre todo, la intención de salir de la estéril confrontación entre conservacionismo a ultranza y pulsión destructora en nombre de la innovación, son los ejes vertebradores de la revisión. Dicha labor, quiere lograr ser una herramienta de protección y mejora ambiental de la forma urbana que vaya más allá de la habitual lista de piezas con mayor o menor posibilidad de ser objeto de manumisiones. En este proceso de aproximación al futuro nuevo catálogo barcelonés, se han constituido grupos de trabajo interdisciplinares que se han dedicado tanto en entender el actual escenario internacional en la materia, como en detectar la situación corriente de la evolución técnica y cultural que ha vivido el territorio local respeto al patrimonio. La comunicación explica los criterios detrás de este proceso y ofrece un momento de discusión acerca de un tema estructural respeto a la conformación urbana de nuestras ciudades.

The catalog of Barcelona's architectural heritage has recently turned forty. Its modifications, extensions and integrations have allowed it to survive the profound transformations that Barcelona has undergone since 1979. However, the new global scenarios of movement of people and capitals, the quick tourist success of the Catalan capital and a renewed cultural vision regarding the meaning of the patrimonial dimension, impose an in- depth revision of the catalog, which has been recently undertaken by the municipality. The communication presents such review process, which involves professionals inside and outside the administration. The themes of participation, of the neighborhood vision, of environmental sustainability and, above all, the intention of avoid the sterile confrontation between extreme conservationism and destructive interventionism led in the name of innovation, are the backbone of a work that wants to achieve a tool for environmental protection and improvement in an urban way that goes beyond the usual list of parts with more or less possibility of hosting manumissions. In this process of approaching the future new Barcelona catalog, interdisciplinary working groups have been set up, which dedicat themselves both to understanding the current international scenario in the field and detecting the current situation of technical and cultural evolution that the local territory has undergone about heritage. The communication explains the criteria behind this process and offers a moment of discussion about a structural issue regarding the urban makeup of our cities.
