Abstract
Barcelona va entrar en el món olímpic l'any 1992, aquells Jocs es van convertir en una
referència mundial i van ajudar a posicionar la ciutat en una situació privilegiada; molta part del
seu llegat i conseqüències, encara es viuen avui en dia. I és que no només vénen milions de
turistes anualment gràcies a aquells Jocs, sinó que a més, es van aconseguir transmetre tant una
cultura esportiva com uns hàbits molt saludables, la dada parla per ella mateixa i és que
Barcelona és una de les ciutats on es practica més esport d'Europa.
L'any 2010 l'alcalde de Barcelona -Jordi Hereu- va parlar de la idea de recuperar l'esperit
olímpic de la ciutat i va presentar una idea de candidatura olímpica: Els Jocs Olímpics d'Hivern.
Aprofitant la proximitat amb el Pirineu seria una candidatura molt complerta en què tots els
esports de gel es farien a Barcelona, ja que aquests impliquen grans estadis i una infraestructura
que avui en dia ja es troba a la ciutat, i la resta al Pirineu.
A partir d'aquesta candidatura van començar a aparèixer els temes polítics, en què alguns grups
es posicionaren a favor de la iniciativa i altres que s'oposaren al projecte per considerar-lo
exclusiu i quelcom poc prioritari.
Aquest treball està realitzat per un alumne del Màster d'Enginyeria de Camins, Canals i Ports de
la UPC de Barcelona, i per tant, el punt de vista que s'intenta donar és sempre vist des del món
de l'enginyeria i es basa en els coneixements adquirits durant la carrera i seguint la línia de
treball de l'Escola de Camins.
El meu objectiu a l'hora de fer aquest treball era veure si realment valia la pena tot aquest
enrenou dels Jocs i provar de demostrar que, tot i que la candidatura estigui encapçalada per la
ciutat de Barcelona, es tracta d'un projecte de país. Un projecte que requereix implicació
ciutadana -amb molts voluntaris-, gent que creï il·lusió i alimenti l'esperit olímpic, ja que sense
una forta base social no es pot organitzar un esdeveniment d'aquestes característiques.
Per tant, volia veure fins a quin punt ens pot interessar dur a terme aquesta fita, tot analitzant
quines infraestructures caldria millorar o canviar completament. El tema econòmic també era un
dels elements principals que calia analitzar, ja que al final, no n'hi ha prou només amb voluntat.
Un aspecte important si es basa la candidatura en la sostenibilitat i la bona organització és que
caldria veure quines infraestructures es podien aprofitar així com mirar sempre de treure el
màxim rendiment possible d'aquestes. En aquest sentit, la candidatura que es va presentar des de
l'Ajuntament i la Comissió jugava amb el reaprofitament de molta part del llegat dels Jocs del
1992, aconseguint d'aquesta manera un doble llegat.
Així, en aquest treball s'ha realitzat un estudi del territori, de l'economia local i global, a més
d'intentar analitzar el perfil d'esquiador que tenim al Pirineu.
Per l'anàlisi de les infraestructures viàries s'han calculat els nivells de servei de les connexions
principals amb La Cerdanya, això implica la C-16, C-17 i la N-260. Aquests estudis s'han
realitzat a partir dels ensenyaments impartits a l'assignatura de Trànsit de la carrera. D'aquesta
manera queden coberts els corredors més importants que pugen des del sud cap als Pirineus
orientals (excepte el que puja a la Vall d'Aran, però que no es considera perquè la candidatura
no hi contempla cap activitat pel fet de no complir alguns requeriments olímpics de la FIS, que
fan referència a la distància màxima entre la muntanya i la ciutat candidata); i la connexió
intrapirinenca, tant pel cantó lleidetà com pel gironí.
Per l'avaluació econòmica he utilitzat matrius input-output de l'IdesCat, a banda d'informació
que he trobat en estudis o publicacions sobre tots els temes relacionats amb el turisme i
especialment el turisme de neu: quant gasta un turista de mitjana, quantes pernoctacions fa un
turista, etc.
De cara a la realització d'aquest treball m'he basat sempre en els documents que es van redactar
per part de la Comissió i altres organismes competents, per tant, la gran majoria d'informació
està contrastada i extreta d'allà directament. Això també ha permès que l'anàlisi sigui una mica
més seriós i exhaustiu, ja que en un projecte d'aquestes magnituds hi ha moltes variables que se
m'escapen.
Aquest treball és un estudi d'alguns aspectes de la candidatura, però principalment pretén ser la
meva aportació al projecte olímpic, que considero important pels pobles del Pirineu i el seu
desenvolupament, ja que pot ser una bona oportunitat per internacionalitzar el territori i
promoure el turisme de neu a Catalunya. A més, la creació de noves xarxes de transport -públic
o privat- ajudaria a cohesionar el territori i augmentarien les seves possibilitats de creixement.
No sé com acabarà aquest tema, tot i que espero que es pugui presentar en un futur no gaire
llunyà la candidatura a les olimpiades d'hivern. El que sí que podré dir és que, passi el que passi,
jo vaig aportar un estudi informatiu que pretenia contribuir i tirar endavant el desenvolupament
d'aquest projecte. Barcelona entered the Olympic world in 1992, those became a worldwide reference Games and
helped the city position itself in a privileged status; a lot of its legacy and consequences are still
palpable today. Not only did millions of tourists come year after year thanks to those Games,
but, the Olympics transmitted a sportive culture introducing new healthy habits to the
population. Numbers talk for themselves as Barcelona is one of the cities in Europe where
sports are played and practised the most.
In 2010 the mayor of Barcelona -Jordi Hereu- aiming to recover the Olympic spirit in the city,
presented the candidacy for the Winter Olympic Games. Taking advantage of the vicinity with
the Pyrenees, it would be a really fulfilled candidacy, where all the ice sports would take place
in Barcelona, as they involve big stadiums and lots of infrastructures that already existed at the
moment, while the rest of competitions would take place in the Pyrenees, next to the French
border.
Since then, a still ongoing politically-charged discussion started, with some groups claiming the
new candidacy would only serve an exclusive elite, instead of looking out for the people’s
interests and the city’s development.
This thesis is carried out by a student of the Civil Engineering Master of the UPC of Barcelona,
and so, the point of view given is analysed from an engineering world based on the knowledge
learned during the Degree and Masters and following the school's line of research.
My aim when writing this thesis was to see if all that racket made for the Olympics was really
worthwhile or not; and to show that, although the candidature was headed by the city of
Barcelona, it really treats of a project involving the whole nation. As the Olympics involve
citizen implication -also with many volunteers-, people creating eagerness and feeding the
Olympic spirit; without a strong social base and support it is not possible to organise an event of
such characteristics.
Therefore, I wanted to assess the feasibility of the project by analysing which infrastructures
would be necessary to improve or to change entirely. The financial side must also be taken into
account, since at the end, such an event cannot solely rely on spirit or social support.
Another concept that lies at the heart of the discussion in sustainability. For it to be a viable
project, the event should rely upon existing buildings, arenas, stadiums and infrastructure, while
keeping new construction at a minimum. In this sense, the candidacy presented by Barcelona's
Winter Games Organisation Commission played with the use of a lot of existing infrastructure
from the 1992 Games, achieving this way a double legacy.
So, in this work several studies have been carried out such as territorial studies, local and global
economic studies and the aim of analysing the common skier's profile going to the eastern
Pyrenees.
For the traffic analysis, the level of services of different roads and highways of Catalonia have
been calculated. This involves roads connecting Barcelona with the Pyrenees and local roads
too: C-16, C-17 and N-260 roads. These calculations have been carried out based on the notes
given by subjects such as Traffic analysis during the carreer. So, this way all the traffic flow
going or coming to La Cerdanya is covered and taken into analysis. The connections with Vall
d'Aran have not been taken into account as there won't be any of the Olympic activities there.
Unfortunately they don't fulfil all the IOC requirements (the maximum travel distance permitted
is 2 hours from the candidate city).
For the economic evaluation I have used the input-output matrices from Idescat, apart from
other information and data found in studies or publications related with tourism and specifically
the tourism of snow, eg. how much does a tourist spend on average, how many nights do
tourists spend while on skiing trips, etc.
When writing this document I have based the document on information, papers and official
publications of the Barcelona's Olympic Commission and other entities associated to the
Olympic movement. It implies that my analysis is more or less exhaustive and reliable. (Given
the fact that there are some assumptions or estimations that have been taken, due to the lack of
information or knowledge. Even though, there are lots of aspects that I cannot take into account
as this is just a thesis and the Olympic Games need many years of investigation and planning).
This work is a study of some aspects of the candidacy, however, it also pretends to be my
contribution to the Olympic project, which I consider important for the proper development of
the towns in the Pyrenees, and it can be a good opportunity for opening the rural territory to the
world and to promote the tourism of snow in Catalonia.
Finally, even if I am unsure of this project’s future use, I can pride myself in contributing with
an informative study that hopes to be impartial to provide useful help in the development of the
project.
