Mulheres e crianças em territórios urbanos vulneráveis: contingentes mais afetados pelos efeitos das mudanças climáticas

Abstract

Neste artigo chamamos a atenção para a necessidade de se lançar um olhar específico sobre as mulheres e crianças pobres. Estas formam os contingentes mais afetados e menos resilientes aos riscos e danos ocasionados por condições de vulnerabilidade sócio territorial nas cidades latino-americanas e recrudescida pelas mudanças climáticas. Com este cenário em vista, o artigo desdobra-se em duas perspectivas: a primeira caracteriza a vulnerabilidade à qual nos referimos, a partir de dados coletados em relatórios recentes publicados por agências da ONU voltadas para a questão. Na segunda empreende-se uma revisão de seleção bibliográfica contemplando a questão, incluídos aí textos de autoras referenciais, como Rachel Carson (1962) e Gotelind Alber (2011), e as proposições contidas nas principais agendas mundiais, como o Relatório Brundtland – Nosso Futuro Comum (1987) e os 17 Objetivos de Desenvolvimento Sustentável estabelecidos pela ONU (2015).

In this article we draw attention to the need to launch a specific look at poor women and children. They form the more affected contingents and less resilient to the risks and damages caused by conditions of socio-territorial vulnerability in cities of Latin America, a situation that has been aggravated by climate change. With this scenario in view, the article unfolds in two perspectives: the first characterizes the vulnerability to which we refer, from data collected in recent reports published by UN agencies focused on the issue. In the second, a review of the bibliographic selection is undertaken contemplating the issue, including texts by reference authors, such as Rachel Carson (1962) and Gotelind Alber (2011), and the propositions contained in the main world agendas, such as the Report Brundtland – Our Common Future (1987) and the 17 Sustainable Development Goals established by the UN (2015)
