Gestión de la diversidad es gobernar el cambio con criterios de respeto a la diversidad lo que, en términos de acción en la ciudad, significa la intervención considerando las necesidades de una sociedad diversa. El análisis sobre diversidad y ciudad está aún muy al comienzo, pero algunos estudios pioneros sobre espacios urbanos con población inmigrante, parecen indicar esta vía de trabajo como fértil para avanzar en el conocimiento de los requerimientos de las nuevas necesidades urbanas y las posibles líneas de intervención. El ejemplo del espacio público es de gran interés para comprender los procesos de generación de nuevas necesidades urbanas. This paper draws upon network analysis to examine the functional relationships between a sample of 28 European metropolitan urban regions, through an evaluation of air passenger flows. The evaluation of these flows contributes to an enhanced understanding of the spatial dynamics of the European metropolitan hierarchy, extending well beyond that deriving from more standard analyses of the individual components of the urban system. The visualisation of the resulting spatial configuration and the positioning of the different metropolitan urban regions contrasts with the more traditional map-based geographical image of Europe, going some way towards meeting the challenge before spatial planners today of effectively communicating the ever changing spatial dynamics at the European scale. La vivienda se ha convertido en una inversión financiera (una simple mercancía para vender y comprar) y ha dejado de ser un derecho humano básico. El objetivo de este artículo es triple: en primer lugar, mostrar la visión que diferentes organismos manifiestan sobre la situación española y catalana referente a la vivienda; en segundo lugar, situar al lector en el marco de la legislación española y catalana aplicable; y llegar, en tercer lugar, a la necesidad de una nueva política pública en que se aplique el ya reconocido derecho a una vivienda digna y a la función social de la propiedad junto a una serie de propuestas en la política pública e incentivos en el ámbito fiscal.; ENG: The public housing policies that have applied in Spain have caused the actual crisis on this issue. Dwellings have become a financial investment (a merchandise to sell or to buy), abandoning in this way their basic human right sense. This paper has three objectives: first to show the vision of different institutions in Spain and Catalonia regarding the house sector; secondly, to give an overview of the housing legislation in Spain and in Catalonia; and thirdly, to came into the necessity of a new public policy in which the right to housing and the social function of the property concepts are applied, with other proposals of public policy and incentives in the fiscal scope. Drawing both from the notion of “space” posited by Michel de Certeau and that of “non-place” by Marc Augé, I argue that the supermodern nature of air travel has generated forms of crisis that have embedded themselves in the architecture and the modus operandi of contemporary airports. Airports are necessarily located in a physical and tangible sense, yet their function is so tightly coupled with transience, mobility and spectatorship, that they bring anthropological accounts of “place” to unprecedented extremes. In this article, I analyze three tensions that are inherently bound to the contemporary practice of air travel and that present themselves as symbiotic phenomena: spectatorship/solitude, fluidity/control, intimacy/sameness. I explore the presence and interplay of these tensions in the spatial (spectatorship), technological (fluidity) and physical (intimacy) arrangements of the recently completed Terminal 3 at Beijing's International Airport.
