Abstract
[ANGLÈS] Ørestad is a new urbanization in the southeast of Copenhagen in the strategic region of Øresund, which covers part of Sweden and Denmark. The aim of this Thesis is to analyze the different challenges that have been generated during the planning and execution of the Plan to develop this new area and to conclude with several suggestions that improve the quality of life in this new area.
Due to the displeasure of the city of Copenhagen because of the limited investment from the State into the capital by the end of the eighties, Copenhagen started to make agreements with the Swedish city of Malmö. The link of Øresund is a clear example of these relations and has put Copenhagen in one of the most important sites in the North of Europe. In this process it was considered necessary to build a new business district center in the Danish capital, which caused the development of Ørestad.
The area covered from this urbanization reaches 3.1 km2 and was supposed to lay out a percentage of 60%, 20%, 20% of offices, dwellings and commerce respectively. The population was estimated to be 20.000 inhabitants, 60.000-80.000 employers, and more than 20.000 students.
The analysis carried out in this Thesis is focused into the urban, social and economic transformations mainly produced in the area of Ørestad City, and the difficult situations that have arisen as a result of this. The main problems have been caused by the large scale of the urbanization, the lack of investors interested in the area because of the expensive prices, the shortage of commerce and the inhospitable green spaces.
At the moment, the urban dynamic felt in the streets of Ørestad City is limited. A large mall built in order of the necessity to attract people to this new city has been translated into a big competence for the local shops in the main streets, avoiding that residents and employers need to walk around the area to make their shopping. The central park of this new area is also one of the main causes of this low urban dynamic, it is too large and doesn’t provide almost any sport facilities.
This Thesis will conclude questioning the new models of urban development. The argument consist of that creating a new city is not only about finding a strategic location and building dwellings and offices by important and international known architects, it is also about building zones with a high combination of different uses and creating cozy public spaces with a size that facilitate the proximity relations. Obtaining the typical environment of a city in an area that was empty before the planning should have to bring a high number of people travelling there every day.
Finally, it is suggested a scheme of the different uses in one of the sites to be sold in Ørestad City. One proposal is to have a mixed combination of activities (commerce and restoration) that create dynamic streets and that share the spaces with the green areas. Another suggestion is to connect the sidewalks and make the canal become the vertebra of the public space. [CASTELLÀ] Ørestad es una nueva urbanización situada al sudeste de Copenhague en la estratégica región de Øresund, que comprende parte de Suecia y de Dinamarca. Esta Tesina pretende analizar los diferentes conflictos que se han producido durante el planeamiento y la ejecución del plan para desarrollar esta nueva área y para poder concluir con diversas propuestas que mejoren la calidad de vida de sus habitantes.
Debido al descontento de la ciudad de Copenhague tras la escasa inversión que el Estado destinaba a la capital a finales de los años ’80, Copenhague empezó a establecer lazos con la ciudad sueca de Malmö. El enlace de Øresund es un claro ejemplo de estas relaciones que han posicionado a Copenhague como uno de los enclaves más importantes del norte de Europa. En este proceso se consideró necesario crear un nuevo centro de negocios en la capital danesa, que llevó a desarrollar el área de Ørestad.
La superficie que abarca la urbanización alcanza los 3.1 km2 y se proyectó con un porcentaje del 60%, 20%, 20% de oficinas, viviendas y comercios respectivamente albergando a un total de 60.000-80.000 trabajadores, 20.000 residentes y más de 20.000 estudiantes.
El análisis realizado se centra en las transformaciones a niveles urbanísticos, sociales y económicos principalmente producidos en el sector de Ørestad City, y los conflictos que estos cambios han producido. Los principales problemas se deben a la gran escala de la nueva urbanización, la falta de inversores interesados en trasladar sus empresas a Ørestad por los elevados precios, la escasez de comercios y los espacios libres inhóspitos.
Actualmente la dinámica urbana que se aprecia en las calles de Ørestad City es limitada. Un gran centro comercial construido como necesidad de atracción de visitantes a la zona ha producido una gran competencia a los pequeños locales, evitando que los residentes o trabajadores necesiten recorrer las calles para realizar sus compras. El parque central de esta zona es también una de las causas de esta baja dinámica urbana, su dimensión es exageradamente grande y no dispone prácticamente de equipamientos lúdico-deportivos.
Esta Tesina concluye cuestionando los nuevos modelos de desarrollo urbanísticos. Se argumenta que la creación de nueva ciudad consiste no sólo en tener una localización clave y en construir viviendas y oficinas bajo arquitectos de renombre internacional, sino en crear espacios con una alta combinación de usos y dotados de espacios libres acogedores y de un tamaño que facilite las relaciones de proximidad. Crear un ambiente de barrio en un área que previamente no estaba construida implica atraer a un gran número de personas que diariamente transiten por sus calles.
Finalmente se propone una ordenación de los diferentes usos urbanos en uno de los solares que permanece en venta en Ørestad City. Se propone una combinación mixta de actividades (comerciales y de restauración) que dinamicen la calle y convivan con las áreas verdes. Asimismo se propone conectar los espacios peatonales y realzar el papel del canal como vertebrador del espacio público.
