In 1965, the plan for the new neighbourhood of Bijlmermeer was presented in Amsterdam. The district was designed according to the CIAM’s utopian premises, which were based on scaling up, collective use of semi-public spaces and segregation of the four functions: dwelling, circulation, work and recreation. The «ideal city» of the future dissipated rapidly, and during the 1970s and the 1980s, Bijlmermeer became the most stigmatized urban area in the Netherlands due to crime, drug abuse and immigration. Utopian construction of the modern city did not achieve its aim of social transformation. Indeed, the neighbourhood was what Christopher Alexander called a city simplistically structured as a tree –a common characteristic of the cities planned by the architects influenced by the Modern Urbanism. In the light of the failure, the neighbourhood was partly demolished and completely renewed.
