El MAPS centra els seus objectius científics i tecnològics en l'àmbit de l'Enginyeria de Serveis, incloent la creació, desplegament i gestió de serveis d'informació. Tanmateix, els aspectes que dintre d'aquest àmbit mereixen especial atenció inclouen les polítiques i determinació de preus de serveis; la gestió distribuïda de serveis, xarxes i recursos de suport; la sensibilitat al context i la seva utilització en el serveis ubics; la gestió basada en polítiques i altres tecnologies que facilitin els sistemes de comunicacions autònoms.
