3GPP LTE is the evolution of UMTS which will make possible to deliver next generation high quality multimedia services . In LTE, Single Carrier Frequency Division Multiple Access (SC-FDMA) has been selected for the uplink (UL) due to its low Peak-to-Average Power Ratio (PAPR) compared with Orthogonal Frequency Division Multiplex (OFDM). The main RRM functionalities developed in the LTE UL are: fast Link Adaptation including Adaptive Modulation and Coding (AMC), Fractional Power Control (FPC), Hybrid Automatic Repeat ReQuest (HARQ) and Packet Scheduler (PS). This paper explains the design and validation of a system level simulator that includes most of these functionalities with the main purpose of developing a simulation tool for further research.
