dc.description.abstract | Existe consenso en que la política habitacional en Chile ha tenido grandes éxitos en la disminución del déficit de viviendas producto de la masiva construcción de conjuntos de viviendas sociales los últimos años, especialmente gracias a una importante cifra de subsidios –a la demanda– otorgados. Sin embargo, producto del impacto creciente que tiene el valor del suelo en el costo final de la vivienda, junto con erráticas políticas urbanas, estos conjuntos se han concentrado en las periferias de las ciudades, socio espacialmente segregados del resto de la ciudad. Este estudio viene a presentar el Subsidio Diferenciado a la Localización, que premia a los emplazamientos mejor ubicados ayudando a financiar su adquisición. Pero no está claro que esta medida por sí sola tenga éxito, siendo necesario estudiar medidas complementarias, tales como herramientas de gestión y planificación urbanas. |
dc.description.abstract | There is a general consensus that Chilean's housing policies have succeed in decreasing the lack of housing due to a mass construction of social housing within the last few years, especially due to a significant number of subsidies from the government. However, due to the impact of rising land costs on the final build value, along with erratic urban policies, these housing developments have been located on the periphery of the cities and are socially detached from the rest of the city. This paper intends to present the Differential Subsidy to the Locations, which gives a reward to the best-located plots to help potential buyers finance their acquisition. It is not clear yet that this measure will succeed on it’s own, and it is necessary to analyze complementary measures such as management tools and urban planning. |
