This research aims to contribute to the integral management of Global Issues. Topics whose complexity and magnitude is so high that affect all humanity, they are long-term issues and cannot be solved by one sole nation. They cannot be approached from a sectorial or separated analysis since their subject area is intrinsically multidisciplinary. Therefore, it is necessary to establish agreements and global regulations, as well as joint actions between multiple stakeholders, to confront them. To understand these issues at a full extent, the author underlies theoretical bases and uses the framework of Globalization, Governance and Sustainability processes as key references.
The research focuses especially on Civil Society Organizations (CSOs) when tackling and managing Global Issues. It also deepens into identifying key elements needed to influence the capabilities to work together.
The works stresses that strategic alliances are one of the best ways to achieve the goals and get results. The effectiveness of the stakeholders/actors involved may be even greater if the organization mechanisms are strong, it maintains its own autonomy and identity, and it is able to ally with other organizations to achieve common objectives. To this end, this research provides an interdisciplinary theoretical framework that allows laying the foundation for developing Strategic Alliances between CSOs, together with United Nations bases.
The study proposes a methodological approach oriented to enhance the Governance of Global Issues. It promotes strategic alliances, mainly, among several Civil Society Organizations. The methodology comprises three major processes: the political process (linked to the Multi-Stakeholder Dialogue on Governance) Analysis and Research Process (with research, evaluation and multidimensional analysis) and the Intervention Process (which includes Integrated Strategic Planning, modelling, and Informed Decision Making).
Finally, the author develops a case study to apply the methodology. The results proof that the proposal is viable and that there is a significant proportion CSOs keen on participating in global, cross-thematic processes contributing with their ideas and proposals.; Esta investigación tiene como objetivo contribuir a la gestión integral de los Asuntos Globales (Global Issues), aquellos temas cuya complejidad y magnitud es tan elevada que afectan a toda la Humanidad, son persistentes a largo plazo y no pueden ser resueltos por una sola nación. Tampoco pueden ser abordados desde un análisis sectorial o compartimentado, pues su ámbito temático es multidisciplinar. Por ello, son necesarios acuerdos y regulaciones globales, además de acciones conjuntas entre múltiples stakeholders, para poder afrontarlos. Para ayudar a comprenderlos en toda su amplitud, la autora los fundamenta teóricamente, enmarcándolos en los procesos de Globalización, Gobernanza y Sostenibilidad.
A la hora de gestionar y afrontar los Asuntos Globales, la investigación se focaliza especialmente en las Organizaciones de la Sociedad Civil (OSC). También profundiza en la identificación de los principales elementos que condicionan sus capacidades para el trabajo conjunto.
Se comprueba que las Alianzas estratégicas son una de las mejores vías para concretar los objetivos y conseguir resultados. La eficacia de los actores participantes puede ser aún mayor si se cuenta con mecanismos sólidos para que cada organización, manteniendo su propia autonomía e identidad, pueda aliarse con otras organizaciones a fin de lograr objetivos convergentes. Para ello, esta investigación aporta un cuerpo teórico multidisciplinar que permite sentar las bases para desarrollar Alianzas Estratégicas entre OSC, con el cimiento de las Naciones Unidas.
La investigación plantea una propuesta metodológica orientada a la Gobernanza de los Asuntos Globales, promoviendo la creación de alianzas estratégicas entre, principalmente, diversas Organizaciones de la Sociedad Civil. La metodología consta de tres grandes procesos fundamentales: El Proceso Político (vinculado con el Diálogo Multistakeholder para la Gobernanza); el Proceso de Análisis e Investigación (con la investigación, la evaluación y el análisis multidimensional); y El Proceso de Intervención (que comprende la Planificación Estratégica Integrada, la Creación de Modelos, y la Toma de Decisiones Informada).

Las modificaciones que en el campo de la administración municipal se están sucediendo, gracias a las relativamente nuevas democracias instaladas en los modelos de gobierno de un considerable número de países en el mundo entero, es un fenómeno que se torna interesante para el análisis académico e institucional.
Este nuevo fenómeno, unido a la imperiosa necesidad de los grandes centros urbanos de mejorar la calidad de vida de sus habitantes, como se hizo evidente en la Cumbre de Río 92, y a la vez ocupar una posición estratégica en el implacable juego económico de la globalización son los principales detonantes para motivar hoy, a las administraciones de las megaciudades, a trabajar en el logro de la utópica “Ciudad Sostenible”.
La intención de esta investigación fue generar, como producto final, una batería de indicadores que permitiera al gobierno local y a la sociedad civil evaluar el grado de gestión de las políticas públicas de sostenibilidad urbana, implementadas por parte de la administración municipal, para ello se propusieron como casos de estudio las megaciudades de Bogotá, Madrid, México D.F. y Sao Paulo.
Dada la complejidad de los sistemas urbanos se hizo necesario recurrir a la Ciencia Posnormal como marco conceptual general para el análisis situacional de las diferentes ciudades, por ello, la estrategia metodológica seleccionada para este estudio fue el análisis comparativo tanto a nivel regional (norte –sur), como a nivel local (entre las ciudades objeto de este estudio).
La sucesiva comparación de las diferentes dimensiones en las que se estudiaron las ciudades permitió obtener un diagnostico actualizado de las mismas, realizar inferencias sobre el grado de evolución conceptual de las políticas públicas que en el campo ambiental han alcanzado las megaciudades seleccionadas, insumos estos que, respaldados en la exhaustiva revisión bibliográfica y en el trabajo de campo llevado a cabo, condujeron a la investigadora a proponer, desde la percepción social, una batería de indicadores (INGEPSU) que permita a la comunidad entender y evaluar el grado de gestión que de las Políticas Públicas de Sostenibilidad Urbana han alcanzado sus gobernantes en el contexto local. Este estudio se realizó a la luz de los neoparadigmas de la globalización, la sostenibilidad, y el buen gobierno, teniendo siempre como referente la Gestión Ambiental.; Les modifications qui se succèdent dans le domaine de l’administration municipale, grâce aux démocraties « relativement nouvelles » installées dans les modèles de gouvernement d’un nombre considérable de pays du monde entier, sont un phénomène qui devient intéressant pour l’analyse académique et institutionnelle.
Ce nouveau phénomène, joint à l’impérieuse nécessité des grands centres urbains d’améliorer la qualité de vie de leurs habitants (comme cela est devenu évident lors du Sommet de Rio 92), et en même temps d’occuper une position stratégique dans l’implacable jeu économique de la globalisation sont les principaux détonants pour motiver aujourd’hui les administrations des méga-villes, afin qu’elles travaillent à la réussite de l’utopique « Ville Durable ».
Le but de cette enquête a été de créer, en tant que produit final, une série d’indicateurs qui permettent au gouvernement local et à la société civile d’évaluer le degré de gestion des politiques publiques de durabilité urbaine, mises en place par l’administration municipale, et pour cela les méga-villes de Bogota, Madrid, Mexico et Sao Paulo ont été proposées comme cas d’étude.
Étant donnée la complexité des systèmes urbains, le fait d’avoir recours à la Science Post-normale en tant que cadre conceptuel général pour l’analyse situationnelle des différentes villes est devenu nécessaire, et dans ce sens, la stratégie méthodologique choisie pour cette étude a été l’analyse comparative tant au niveau régional (nord-sud) qu’au niveau local (parmi les villes qui font l’objet de cette étude).
La comparaison successive des différentes dimensions dans lesquelles ont été étudiées les villes a permis d’obtenir un diagnostic actualisé de celles-ci, de réaliser des inférences sur le degré d’évolution conceptuelle des politiques publiques qu’ont atteint les méga-villes choisies dans le domaine environnemental, des contribution qui, soutenus par la vérification bibliographique exhaustive et le travail de terrain mené à bien, ont poussé la chercheuse à proposer, depuis la perception sociale, une série d’indicateurs (INGEPSU) qui permette à la communauté de comprendre et d’évaluer le degré de gestion que les responsables des Politiques Publiques de Durabilité Urbaine ont atteint dans le contexte local. It also allowed carrying out inferences on the level of conceptual evolution of the public policies that on the environmental field have reached the selected megacities. These issues, supported on the exhaustive bibliographic revision and on the fieldwork carried out, led the researcher to propose from the social perception, a battery of indicators (INGEPSU) that may allow the community understanding and evaluating the level of management of the Public Policies of Urban Sustainability that its governors have reached in the local context. These issues, supported on the exhaustive bibliographic revision and on the fieldwork carried out, led the researcher to propose from the social perception, a battery of indicators (INGEPSU) that may allow the community understanding and evaluating the level of management of the Public Policies of Urban Sustainability that its governors have reached in the local context. The city is faced, each time in a more urgent way, to aboard the contemporary tendency of think and act on it in the
horizon of the sustainability paradigm, fully understood not only under environmental, economic and social
parameters, but also structural, morphological and landscape. To analyze the environmental urban quality of the
landscape, under sustainability criteria, is to understand the landscape as a special-temporary fragment that includes,
in a systematic way, the geographical context, and the open spots in the city, the color, the light and the
environmental graphics.
While the discourse about the landscape is presented today with strength in the urban planning of large cities, due to
the tendency that exists of always improving the quality of the public spaces both in constructed areas as in free
perimeter, this topic has not been provided with sufficient strength in Latin American cities due to the primary
emergency of solving the basic needs problem of the population. However, as demonstrated in this thesis, there is
now a tendency to promote the culture of the city in its outline, its history and in the innovation and its
conservation, to reinforce its identity with actions that make an integration in sustainability criteria, as an
indispensable option that makes possible the improvement of the life quality and the social and environmental
capital.
The functional, psychological and static aspects of the landscape can be studied in an integral way and is essential to
find solutions that are open to change the destructive path that has characterized it on the last years the urban actions
on the landscape, most of all in Latin American cities, where there’s a lack of protective mechanism and necessary
management for its appropriate development and conservation, have suffered the deterioration of the landscape in a
absence of a regulation of the informal culture and due to the abuse of mercantilist interest of the big firms.
The thesis brings up, parting on the conceptual definition of a general urban environment as a system, three phases
of the study that constitute the methodological proposal of visual analysis:
Description phase / Interpretation phase / Evaluative phase.
Each phase is studied in the landscape as a visual holistic system and in an urban emptiness as a visual generator
system. This focus of the proposul integrates two tendencies in the landscape studies: A systematic vision in a
geographical scale and the analysis of the urban configuration, which makes possible a methodological approach of
visual analysis in the landscape and the urban emptiness that being seen in a sequential scale of the pedestrian,
integrates the particular and the general for indentifying its intervention possibilities and interaction urban
sustainability in different acting fields.
This thesis raises two possible scenes for the decision-making that involves the actions and measurements for the
improvement of the landscape quality and its urban sustainability in middle mountain Andes cities: the first one
refers to the process of urban design for the sustainable development of the landscape, that begins from the
determination of the landscape as an environmental, cultural and productive patrimony, which makes possible not
only its conservation, but also its enjoyment and citizen use. The second, its relative to the definition of the
strategies for the urban sustainability of the landscape and proposes, from the communication for the citizen
education, actions that involves a visual education to the community, as an strategy that lets the recognition of
citizen rights and duties.
The application of the methodology analysis it’s made in Manizales, half mountain Andes city, with the objective of
verifying its possibilities for the design and planning of the analyzed aspects in the structural axis of the city. The
methodology analysis that is proposed offers design tools for the local eco-efficient interventions that, together with
the time and space, it can be transformed in global as a natural acting alternative and as a urban sustainability
strategy of the landscape that makes possible to improve its environmental quality, maintain an stability in its urban
metabolism and to improve the life quality in the city. For an advance towards an urban sustainability, the landscape
should be consider as an environmental, cultural and productive patrimony, as an infinite source of knowledge in
constant transformation that should be conserved and act holistically to make a proper interaction with the social
groups that live among it.; La ciudad se ve enfrentada, cada vez con mayor urgencia, a abordar una tendencia contemporánea de pensarla e
intervenirla en el horizonte del paradigma de la sostenibilidad, entendida en su totalidad no sólo bajo parámetros
medioambientales, económicos y sociales, sino también estructurales, morfológicos y paisajísticos. Analizar la
calidad ambiental urbana del paisaje, bajo criterios de sostenibilidad, es entender el paisaje como un fragmento
espacio-temporal que incluye, de manera sistémica, el contexto geográfico, los lugares abiertos de la ciudad, el color,
la luz y la gráfica ambiental.
Si bien el discurso sobre el paisaje se presenta hoy con mucha fuerza en la planificación urbana de las grandes
ciudades, debido a la tendencia que existe de mejorar la calidad del espacio público tanto en áreas construidas como
en áreas libres perimetrales, este tema no ha estado incluido con suficiente fuerza en ciudades latinoamericanas,
debido a la urgencia primaria de solucionar las necesidades básicas de la población. Sin embargo, y como se
demuestra en esta tesis, hoy existe una tendencia de promover la cultura de la ciudad tanto en su configuración y su
historia como en su innovación y su conservación, para reforzar su identidad con acciones que integren criterios de
sostenibilidad, como una opción indispensable que posibilita el mejoramiento de la calidad de vida y del capital
social y medioambiental.
Los aspectos funcionales, sicológicos y estéticos del paisaje pueden ser estudiados de manera integral y es primordial
encontrar soluciones que permitan cambiar el rumbo devastador que ha caracterizado en los últimos años las
actuaciones urbanas en el paisaje, principalmente en ciudades latinoamericanas, que por carecer de los mecanismos de
protección y gestión necesarios para su adecuado desarrollo y conservación, han sufrido el deterioro del paisaje por
falta de regulación de la cultura informal y por los abusos de los intereses mercantilistas de las grandes empresas.
La tesis plantea, a partir de la definición conceptual general del ambiente urbano como sistema, tres fases de estudio
que constituyen la propuesta metodológica de análisis visual:
- Fase de descripción.
- Fase de interpretación.
- Fase de valoración.
Cada fase se estudia en el paisaje como sistema visual holístico y en el vacío urbano como sistema visual generador.
Este enfoque de la propuesta integra dos tendencias en los estudios del paisaje: la visión sistémica a escala geográfica
y el análisis de la configuración urbana, lo cual posibilita un acercamiento metodológico de análisis visual del
paisaje y del vacío urbano, que observados de manera secuencial a escala del peatón, integran lo particular y lo
general para identificar sus posibilidades de intervención e interacción urbana sostenible en diferentes ámbitos de
actuación.

The starting point of this dissertation is the realization of two facts. On one side, the need of
methodologies to develop the research around social aspects of Sustainable Development (SD).
Social aspects have been usually underestimated in favour of technical and environmental ones,
though being equally (or even more) decisive (Folch, 2005). The second fact is the emergence
of a research field focused on the interplay among structure and dynamics, observed in many
complex systems (called by some authors “Science of Networks” (Barabási, 2002)). Within this
new field, works dealing with social systems have stood out because of their quantity and
relevance.
Taking into account this scenario, the objective of this dissertation is to highlight the potentialities
of applying tools, concepts and methodologies normally found in the “Science of the Networks”
to the analysis of certain social aspects of SD (paying special attention to those ones related to
social organization). In order to reach this goal, a succession of steps have been followed:
Highlighting the role of social aspects in general and the social organization in particular in SD;
Pointing out how the concepts and the methodological tools borrowed from “The Science of
Networks” can contribute to the analysis of this aspects; and presenting particular examples of
application.
Development
Among all the available approaches to the SD concept, we have centred on the one that
describes the Society and Nature as two interdependent adaptive systems (Antequera et al.,
2005), and the different development strategies as interaction mechanisms and flows between
them (Jiménez, 2000). Note that, from this viewpoint, it makes sense to analyze how the social
organization (seen as an expression of social system’s internal complexity) can condition these
interactions between Society and Nature.
Regarding the application of the “Science of Networks” to the study of social aspects of SD, we
notice two application perspectives: Concepts and tools. From the conceptual viewpoint, certain
ideas proposed in the ‘social’ literature about SD (such as the Development at a Human Scale
by Max-Neef (1998), or the importance of organization’s size for development (Schumacher,
1973)), can be developed by applying approaches borrowed from the “Science of Networks” (for
example, studying the interplay between structure and dynamics at different topological scales).
On the other side, certain modelling techniques applied to complex networks can enrich the
applications for decision-support and scenarios forecast, which are usually applied in SD
research. This enhancement can be especially useful when dealing with highly heterogeneous
populations (since the usual homogeneous approaches, based on the mean field, are not
adequate in these cases).
Finally, the last part of the dissertation presents three concrete examples of application. These
works are interesting within the scope of the thesis in a twofold way. First, they are focused on
the study of three social processes related to SD: Human cooperation, the resilience of local and
regional economic systems, and social cohesion. Second, they provide examples of application
of tools from the “Science of networks”, from the reproduction by means of quantitative models of
qualitative scenarios presented in previous works, to the development of completely new models
combining Game Theory and empirical social networks.
Conclusions and extensions
Summarizing, this thesis highlights social and organizational aspects of SD, and presents some
possibilities of application to study this issue of concepts and methodologies borrowed from the
“Science of Networks”.
This work could be further developed by increasing the number of application fields (including,
for instance, the influence of the social structure over processes of diffusion of ideas and values
related with the SD). Another line of development would be the integration of a higher number of
tools coming from the “Science of Networks” taking into account its current state of high
productivity and continuous presentation of new methodological possibilities.; Aquesta tesi esta motivada per la constatació de dos fets. D’una banda, la necessitat de
metodologies per aprofundir en la recerca dels aspectes socials del DS (tradicionalment
menystinguts en benefici d’altres de caire tècnic i ambiental, tot i ser tant o més importants
(Folch, 2005)). De l’altra, l’emergència d'un camp de recerca centrat en la interacció entre
estructura i dinàmica en diferents tipus de sistemes complexes (la 'Ciència de xarxes' (Barabási,
2002)), en el que destaquen els treballs aplicats a sistemes socials.
Partint d’aquest escenari, la tesi pretén posar de manifest les possibilitats d'aplicar les eines,
conceptes i metodologies pròpies de la 'Ciència de xarxes' a l'estudi de diferents aspectes
socials del DS (especialment aquells relacionats amb l’organització social). Els passos seguits
per a fer-ho són: Destacar el paper dels aspectes socials en general i de l’organització social en
particular en el DS; Argumentar la utilitat d'aplicar els conceptes i eines metodològiques pròpies
de la 'Ciència de xarxes' a l’estudis d’aquests aspectes; i presentar exemples concrets d’aquesta
aplicació.
Desenvolupament
De les diferents aproximacions al concepte de DS existents, ens hem fixat en aquella que veu la
Societat i la Natura com a dos sistemes adaptatius interdependents (Antequera et al., 2005), i
les diferents formes de desenvolupament com a conjunts de mecanismes d’interacció i fluxos
entre ells (Jiménez, 2000). Des d’aquesta perspectiva, és raonable valorar de quina manera
l’organització social (vista com una expressió de la complexitat intrínseca del sistema social) pot
condicionar aquestes interaccions Societat-Natura.
Respecte a l’aplicació dels conceptes i eines metodològiques de la 'Ciència de xarxes' a
l’estudis dels aspectes socials del DS. Des del punt de vista conceptual, es poden fer servir
plantejaments propis de la 'Ciència de xarxes' (estudiar les interaccions entre estructura i
dinàmica a diferents escales topològiques, per exemple) per aprofundir en idees de la literatura
de caire 'social' sobre DS (com el Desenvolupament a Escala Humana de Max-Neef (1998), o la
importància del tamany de les organitzacions (Schumacher, 1973)). D'altra banda, les eines que
es fan servir habitualment a la ‘Ciencia de Xarxes’ poden complementar les aplicacions de
suport a la presa de decisions o plantejament d’escenaris, especialment en casos en els que la
heterogeneïtat dels individus pugui ser significativa (poblacions reduïdes, per exemple).
Finalment, la darrera part de la tesi inclou tres exemples concrets d'aplicació. Aquests treballs
tenen un doble interès des del punt de vista d'aquesta tesi. D'una banda es centren en l'estudi
de processos socials relacionats amb el DS: La cooperació, la resiliència dels sistemes
econòmics locals i regionals a canvis en les condicions del seu entorn socio-econòmic, i la
cohesió social. De l'altra, il•lustren diferents maneres d'aplicar les eines de la ‘Ciencia de
Xarxes’, que van des de la reproducció mitjançant models quantitatius d'escenaris plantejats
qualitativament en treballs anteriors, a la construcció de models nous fent servir recursos de
Teoria de jocs i xarxes socials reals (construïdes rastrejant l'activitat relacional entre individus).
Conclusions i extensions
En resum, en aquesta tesi es destaquen els aspectes socials en general i organitzatius en
particular del DS, i es presenten algunes de les possibilitats d'aplicar els conceptes i
metodologies de la ‘Ciencia de Xarxes’ a l'estudi d'aquesta qüestió.
El treball presentat es podria desenvolupar ampliant el ventall de camps d'aplicació abordats
(incloent, per exemple, la influència de l'estructura social en els processos de difusió d'idees i
valors, i la seva relació amb el necessari canvi de paradigma cap al DS). També es podrien
incorporar noves eines de la 'Ciència de Xarxes' a la recerca en DS, ja que aquest camp està en
un moment de gran productivitat i continua presentació de noves possibilitats metodològiques.

1973)), can be developed by applying approaches borrowed from the “Science of Networks” (for
example, studying the interplay between structure and dynamics at different topological scales).
On the other side, certain modelling techniques applied to complex networks can enrich the
applications for decision-support and scenarios forecast, which are usually applied in SD
research. This enhancement can be especially useful when dealing with highly heterogeneous
populations (since the usual homogeneous approaches, based on the mean field, are not
adequate in these cases).
Finally, the last part of the dissertation presents three concrete examples of application. These
works are interesting within the scope of the thesis in a twofold way. First, they are focused on
the study of three social processes related to SD: Human cooperation, the resilience of local and
regional economic systems, and social cohesion. Second, they provide examples of application
of tools from the “Science of networks”, from the reproduction by means of quantitative models of
qualitative scenarios presented in previous works, to the development of completely new models
combining Game Theory and empirical social networks.
Conclusions and extensions
Summarizing, this thesis highlights social and organizational aspects of SD, and presents some
possibilities of application to study this issue of concepts and methodologies borrowed from the
“Science of Networks”.
This work could be further developed by increasing the number of application fields (including,
for instance, the influence of the social structure over processes of diffusion of ideas and values
related with the SD). Another line of development would be the integration of a higher number of
tools coming from the “Science of Networks” taking into account its current state of high
productivity and continuous presentation of new methodological possibilities.
Aquesta tesi esta motivada per la constatació de dos fets. D’una banda, la necessitat de
metodologies per aprofundir en la recerca dels aspectes socials del DS (tradicionalment
menystinguts en benefici d’altres de caire tècnic i ambiental, tot i ser tant o més importants
(Folch, 2005)). De l’altra, l’emergència d'un camp de recerca centrat en la interacció entre
estructura i dinàmica en diferents tipus de sistemes complexes (la 'Ciència de xarxes' (Barabási,
2002)), en el que destaquen els treballs aplicats a sistemes socials.
Partint d’aquest escenari, la tesi pretén posar de manifest les possibilitats d'aplicar les eines,
conceptes i metodologies pròpies de la 'Ciència de xarxes' a l'estudi de diferents aspectes
socials del DS (especialment aquells relacionats amb l’organització social). Els passos seguits
per a fer-ho són: Destacar el paper dels aspectes socials en general i de l’organització social en
particular en el DS; Argumentar la utilitat d'aplicar els conceptes i eines metodològiques pròpies
de la 'Ciència de xarxes' a l’estudis d’aquests aspectes; i presentar exemples concrets d’aquesta
aplicació.
Desenvolupament
De les diferents aproximacions al concepte de DS existents, ens hem fixat en aquella que veu la
Societat i la Natura com a dos sistemes adaptatius interdependents (Antequera et al., 2005), i
les diferents formes de desenvolupament com a conjunts de mecanismes d’interacció i fluxos
entre ells (Jiménez, 2000). Des d’aquesta perspectiva, és raonable valorar de quina manera
l’organització social (vista com una expressió de la complexitat intrínseca del sistema social) pot
condicionar aquestes interaccions Societat-Natura.
Respecte a l’aplicació dels conceptes i eines metodològiques de la 'Ciència de xarxes' a
l’estudis dels aspectes socials del DS. Des del punt de vista conceptual, es poden fer servir
plantejaments propis de la 'Ciència de xarxes' (estudiar les interaccions entre estructura i
dinàmica a diferents escales topològiques, per exemple) per aprofundir en idees de la literatura
de caire 'social' sobre DS (com el Desenvolupament a Escala Humana de Max-Neef (1998), o la
importància del tamany de les organitzacions (Schumacher, 1973)). D'altra banda, les eines que
es fan servir habitualment a la ‘Ciencia de Xarxes’ poden complementar les aplicacions de
suport a la presa de decisions o plantejament d’escenaris, especialment en casos en els que la
heterogeneïtat dels individus pugui ser significativa (poblacions reduïdes, per exemple).
Finalment, la darrera part de la tesi inclou tres exemples concrets d'aplicació. Aquests treballs
tenen un doble interès des del punt de vista d'aquesta tesi. D'una banda es centren en l'estudi
de processos socials relacionats amb el DS: La cooperació, la resiliència dels sistemes
econòmics locals i regionals a canvis en les condicions del seu entorn socio-econòmic, i la
cohesió social. De l'altra, il•lustren diferents maneres d'aplicar les eines de la ‘Ciencia de
Xarxes’, que van des de la reproducció mitjançant models quantitatius d'escenaris plantejats
qualitativament en treballs anteriors, a la construcció de models nous fent servir recursos de
Teoria de jocs i xarxes socials reals (construïdes rastrejant l'activitat relacional entre individus).
Conclusions i extensions
En resum, en aquesta tesi es destaquen els aspectes socials en general i organitzatius en
particular del DS, i es presenten algunes de les possibilitats d'aplicar els conceptes i
metodologies de la ‘Ciencia de Xarxes’ a l'estudi d'aquesta qüestió.
El treball presentat es podria desenvolupar ampliant el ventall de camps d'aplicació abordats
(incloent, per exemple, la influència de l'estructura social en els processos de difusió d'idees i
valors, i la seva relació amb el necessari canvi de paradigma cap al DS). També es podrien
incorporar noves eines de la 'Ciència de Xarxes' a la recerca en DS, ja que aquest camp està en

En el context social global actual, en el què un nombre considerable de senyals inequívocs indiquen que la nostra societat està contribuint al col·lapse del planeta, "és necessari un nou tipus d'enginyer, un enginyer que sigui plenament conscient del que està succeint a la societat i que tingui les habilitats necessàries per fer front als aspectes socials de les tecnologies" (De Graaff et al., 2001). L'educació superior és un instrument essencial per superar els reptes del món actual amb èxit i per formar ciutadans capaços de construir una societat més justa i oberta (Álvarez, 2000). Per tant, les institucions d'educació superior tenen la responsabilitat d'educar els futurs titulats amb la finalitat que adquireixin una visió moral i ètica i assoleixin els coneixements tècnics necessaris per assegurar la qualitat de vida per a les generacions futures (Corcoran et al, 2002). Amb l'objectiu d'assegurar que els futurs titulats siguin enginyers sostenibles, tres qüestions fonamentals han guiat aquesta investigació: Quines competències en sostenibilitat ha d'adquirir un enginyer a la universitat? Com poden aquestes competències ser adquirides d'una manera eficient? Quina estructura educacional és més eficaç per facilitar els processos d'aprenentatge requerits?
La primera pregunta es refereix a "Què?", és a dir, a quines competències relacionades amb la sostenibilitat (coneixements, habilitats i actituds) ha de tenir un enginyer que es gradua en el segle 21. La segona qüestió es refereix a "Com?" i es centra en com els processos educatius poden fer possible l'aprenentatge de les competències en sostenibilitat a través de les estratègies pedagògiques adequades. L'última pregunta es refereix a "On?" des de la perspectiva de quin pla d'estudis i quina estructura organitzativa són necessaris per poder aplicar la didàctica més òptima per graduar enginyers amb competències en sostenibilitat. Aquesta recerca s'ha enfocat des d'una vessant teòrico-pràctica en què tant les estratègies pedagògiques com les competències en sostenibilitat s'han estudiat en paral·lel. Amb aquesta orientació, s'ha dissenyat una eina d'avaluació que mesura aquests dos aspectes i la seva relació, i que s'ha aplicat a 10 casos d'estudi formats per cursos de sostenibilitat de 5 universitats tecnològiques europees, en els quals hi han participat, en total, més de 500 estudiants.
Per completar l'estudi, s'ha analitzat la introducció de la sostenibilitat en els plans d'estudi de 17 universitats tecnològiques, i s'han entrevistat 45 experts en educació de sostenibilitat en l'enginyeria. En relació a les preguntes clau, els resultats de la investigació han estat els següents: En el moment de titular-se, l'estudiantat d'enginyeria hauria d'haver adquirit les competències següents: pensament crític, pensament sistèmic, ser capaços de treballar en un entorn transdisciplinari, i tenir valors en consonància amb el paradigma de la sostenibilitat. D'altra banda, d'acord amb els requisits de l'EEES, també cal establir un marc comú per definir, descriure i avaluar les competències en sostenibilitat a nivell europeu. Després d'haver realitzat un curs en sostenibilitat, la majoria de l'estudiantat segueix prioritzant el rol tecnològic de la sostenibilitat, pel que fa a la tecnologia com la solució als problemes ambientals, sense gairebé considerar els aspectes socials. Per tant, els cursos sobre sostenibilitat han d'emfatitzar més la part social i institucional de la sostenibilitat. Existeix una relació directa entre l'aprenentatge de la transdisciplinarietat i el pensament sistèmic. L'aprenentatge cognitiu de l'estudiantat augmenta, a mida que s'aplica una pedagogia més orientada a la comunitat i més constructiva. Així, l'aprenentatge cognitiu de la sostenibilitat també millora a través d'una l'educació activa, experiencial i multimetodològica. A més a més, en l'aprenentatge de la sostenibilitat, el paper del professorat és molt important pel que fa a l'aprenentatge implícit de valors, principis i pensament crític associats a la sostenibilitat. Les universitats tecnològiques actualment implementen l'educació en sostenibilitat a través de quatre estratègies principals: un curs específic, una especialització en sostenibilitat, un màster en sostenibilitat o en tecnologies sostenibles, i la integració del desenvolupament sostenible en tots els cursos. No obstant això, la principal barrera per a la integració de la sostenibilitat en tots els cursos és la manca de comprensió del terme per part del professorat. L’enfocament individual" (Peet et al., 2004) ha demostrat ser un bon sistema per superar aquesta barrera. Hi ha una necessitat clara de lideratge per part de l'equip de govern de les universitats en el procés de canvi cap a una educació en sostenibilitat. Aquest lideratge ha de promoure l'enfocament de baix a dalt. Els processos d'educació en sostenibilitat es reforcen quan aquests no només integren l'educació, sinó també totes les altres àrees clau d'activitat de la universitat: recerca, gestió i relació amb la societat. En breu, l'estructura d'aquesta tesi és la següent. El capítol 1 introdueix el plantejament de la recerca. El capítol 2 revisa l'estat de l'art i la literatura en relació a les competències que els enginyers han de tenir quan es graduen. A continuació, el capítol 3 descriu les estratègies pedagògiques per al desenvolupament sostenible i les analitza des d'un punt de vista teòric i metodològic presentant els avantatges i desavantatges de les més utilitzades en l'ensenyament d'enginyeria El capítol 4 presenta les estructures curriculars que han de catalitzar el procés d'aprenentatge en sostenibilitat. El capítol 5 desenvolupa el marc conceptual de la recerca, les propostes metodològiques de la investigació i els casos d'estudi analitzats. El capítol 6 avalua comparativament les competències en sostenibilitat definides en tres universitats tecnològiques que són líders europeus en sostenibilitat. El Capítol 7 introdueix el marc metodològic per a l'avaluació de l'aprenentatge cognitiu en sostenibilitat del estudiantat. Thus higher education institutions have the responsibility to educate graduates who have achieved an ethical moral vision and the necessary technical knowledge to ensure the quality of life for future generations (Corcoran et al, 2002).<br/><br/>In relation to graduating sustainable engineers, three main questions have been developed to guide this research:<br/>1. Which Sustainability (SD) competences must an engineer obtain at university?<br/>2. How can these competences be acquired efficiently?<br/>3. Which education structure is more effective for the required learning processes?<br/>The first main question is a "What" question, and focuses on which competences (knowledge/understanding, skills/abilities and attitudes) an engineer graduating in the 21st century should have in relation to SD. <br/>The second main question is a "How" question and focuses on how can the education processes make this learning achievable through the proper pedagogical strategies. The last main question is a "Where" question and looks<br/>at the perspective of the curriculum and the organizational structure needed to apply the optimal didactics to achieve the goal of graduating sustainable engineers.<br/>The focus of this research requires a theoretical‐practical approach in which both pedagogical strategies and SD competences are studied in parallel. <br/>An assessment tool that measures the two subjects and their relationship is developed and case studies are run in 10 SD courses at 5 European technological universities, where nearly 500 students have participated. Moreover, the different approaches to introduce SD in the<br/>curriculum of 17 technological universities are analysed, and 45 experts on teaching SD to engineering students have been interviewed.<br/><br/>In relation to the key questions, the findings of this research are the following.<br/>When graduating the engineering students should have acquired the following SD competences: critical thinking, systemic thinking, an ability to work in transdisciplinary frameworks, and to have values consistent with the sustainability paradigm. Moreover, following the requirements of the EHEA, a common framework to define, describe and evaluate SD competences at European level is needed.<br/><br/>Most students, after taking a course on SD, highlight the technological role of sustainability in terms of technology as the solution to environmental problems. Therefore SD courses need to place more emphasis on the social/institutional side of sustainability.<br/>There is a direct relationship between transdisciplinary and systemic thinking learning.<br/>Students achieve better cognitive learning as more community‐oriented and constructive‐learning pedagogies are applied. Multi‐methodological experiential active learning education increases cognitive learning of sustainability.<br/> In addition, the role of the teacher is very important for SD learning in terms of implicit learning of sustainability values, principles and critical thinking.<br/><br/>There are four main strategies to increase EESD in universities: a specific SD course, a minor/specialization in SD, a Master on SD or Sustainable Technologies and the embedment of SD in all courses. Nevertheless the main barrier to embedding SD in all courses is the lack of comprehension to SD within the faculty. The<br/>individual approach (Peet et al., 2004) has shown to be successful to overcome this barrier.<br/><br/>There is a need of clear top‐down leadership in the ESD process, which must promote the bottom‐up<br/>approach. Additionally, ESD processes are reinforced when they encompass not only education but also all the key areas of the university: research, management, and society outreach.<br/>This thesis is organised as follows. The introduction in chapter 1 is followed by the state of the art and literature review in competences that engineers should have when graduating in chapter 2. Chapter 3 introduces the pedagogical strategies for SD and develops a theoretical and methodological exploration of<br/>these strategies, which presents the pros & cons and learning outcomes of the most common pedagogical strategies in engineering. Chapter 4 describes the curriculum structures that catalyse the process of sustainable education. Chapter 5 presents the development of the conceptual research framework,<br/>propositions and case studies research methodologies. A comparative SD competence analysis of three European leading SD technological universities is presented in chapter 6. Chapter 7 introduces the methodology framework to evaluate the knowledge on SD acquired by students; this methodology is later<br/>applied in chapter 8 to 10 case studies related to SD courses taught in 5 European technological universities.<br/>From the results of the interviews with 45 experts from 17 European technological universities, chapter 9 analyses the best pedagogical practices for SD learning and chapter 10 analyses the curriculum structure that<br/>most facilitates the introduction of SD learning in technological universities. Chapter 11 compares the different cases analyzed and evaluates the propositions developed in chapter 1. Moreover, following the requirements of the EHEA, a common framework to define, describe and evaluate SD competences at European level is needed.<br/><br/>Most students, after taking a course on SD, highlight the technological role of sustainability in terms of technology as the solution to environmental problems. Therefore SD courses need to place more emphasis on the social/institutional side of sustainability.<br/>There is a direct relationship between transdisciplinary and systemic thinking learning.<br/>Students achieve better cognitive learning as more community‐oriented and constructive‐learning pedagogies are applied. Multi‐methodological experiential active learning education increases cognitive learning of sustainability.<br/> In addition, the role of the teacher is very important for SD learning in terms of implicit learning of sustainability values, principles and critical thinking.<br/><br/>There are four main strategies to increase EESD in universities: a specific SD course, a minor/specialization in SD, a Master on SD or Sustainable Technologies and the embedment of SD in all courses. Nevertheless the main barrier to embedding SD in all courses is the lack of comprehension to SD within the faculty. The<br/>individual approach (Peet et al., 2004) has shown to be successful to overcome this barrier.<br/><br/>There is a need of clear top‐down leadership in the ESD process, which must promote the bottom‐up<br/>approach. Additionally, ESD processes are reinforced when they encompass not only education but also all the key areas of the university: research, management, and society outreach.<br/>This thesis is organised as follows. The introduction in chapter 1 is followed by the state of the art and literature review in competences that engineers should have when graduating in chapter 2. Chapter 3 introduces the pedagogical strategies for SD and develops a theoretical and methodological exploration of<br/>these strategies, which presents the pros & cons and learning outcomes of the most common pedagogical strategies in engineering. Chapter 4 describes the curriculum structures that catalyse the process of sustainable education. Chapter 5 presents the development of the conceptual research framework,<br/>propositions and case studies research methodologies. A comparative SD competence analysis of three European leading SD technological universities is presented in chapter 6. Chapter 7 introduces the methodology framework to evaluate the knowledge on SD acquired by students; this methodology is later<br/>applied in chapter 8 to 10 case studies related to SD courses taught in 5 European technological universities.<br/>From the results of the interviews with 45 experts from 17 European technological universities, chapter 9 analyses the best pedagogical practices for SD learning and chapter 10 analyses the curriculum structure that<br/>most facilitates the introduction of SD learning in technological universities. Chapter 11 compares the different cases analyzed and evaluates the propositions developed in chapter 1. Since the first Human Development Report (HDRs) was published in 1990, the Human Development (HD) paradigm has become a relevant conceptual framework as well as an intrinsic instrument to measure human progress. Yet, critics on the Reports for oversimplifying development have been pointed out as they do not take into account the myriad complex social, cultural, political and historical aspects of a country or a particular society. <br/>The United Nations Human Development Programme (UNDP) has however tried to tackle this critique throughout the elaboration of the National Human Development Reports. These reports respond to more local approaches to analyse most pressing issues within national contexts emphasizing on subjects urging particular attention. The insights and statistical data provided within, are indeed becoming important information tools for policy-making and decision taking at a local and regional levels. They represent a sort of route-map to start- up new action plans and policies which could be useful in facing urgent problems concerning inequality, poverty, repression, injustice, among others.<br/>Despite the effort made by the Reports to tackle development constraints in more wider terms, the whole HD problematique has not really been undertaken holistically through a multidimensional view. For this reason the Human-Scale Development approach is introduced as an evaluative tool, in order to assess the HD policies entailed within the National Human Development Reports (NHDRs). The main objective is thus, to identify deprivations and potentialities of the very specific proposals (i.e. policies) in order to re-address human development strategies towards real multidimensional political actions. We cannot analyse higher education without first examining the context in which higher education institutions must accomplish their mission. The world around us has growing increasingly complex, with alarming imbalances indeed, ours is a world of great inequality and inconsistency. Paradoxically, as the world becomes a greater whole, it sometimes appears to be shrinking. Globalization and interdependence among societies are today the general trend. Globalization is at once obvious, subconscious and omnipresent (Morin, 1999). It is also multifaceted, and should therefore be seen as a dynamic, heterogeneous process, rather than as a single reality. For some, globalization has brought benefits and opened new paths; for others, it has meant the loss of leadership and autonomy, as well as the social fragmentation of the world, in the service of the global economy. The world should be different from what it is. We are responsible for constructing available future for coming generations. Democracy, equity, social justice, peace, harmony and environmental conservation are important issues that require a positive transformation. Universities remain the most important institutions of higher education. They bring together that which has survived, that which is now living, and that which is still to come (Fuentes, 2002). These social institutions carry out strategic functions in cultural, scientific and technological development, as well as in projects of societal consolidation. This new world we envision requires a new sort of university one which creatively re-examines its missions and functions, and which reinvents itself, if necessary, in order to meet the challenges of contemporary circumstances. Universities must continue to serve as places for reflection and creativity, and as the developers of tools for social analysis, critical reflection and sustainability. At universities, new generations acquire the skills, knowledge and values that will all ow them to make good decisions throughout their lives. Logically, the educational content, the values and the abilities that students acquire must be in tune with society's new needs. Relevance should therefore be the main criterion used in determining whether higher education institutions are fulfilling their social function. Over the years, universities have been concerned about their relevance and their ability to respond to society in general. As a result of this concern, social changes have had a considerable impact on higher education institutions. In evaluating the relevance of an institution, therefore, we must take into account its original characteristics, its diversity, its various missions and objectives, and its organization. This preliminary analysis makes it possible to link relevance to quality. Efforts to improve the quality of higher education such as accreditation systems must not fail to consider the criterion of relevance. Quality is the result of a set of actions that respond to society's needs at a particular moment in time. Therefore, accreditation systems aimed at guaranteeing quality cannot conform to a single, universal model, or be based solely on theory and abstraction, or respond exclusively to market trends. This thesis describes a system of qualitative criteria and indicators that take social commitment into account. This system is designed to be used in accreditation processes to guarantee the quality of higher education institutions.

El objetivo de esta tesis es dotarse de una metodología de análisis dinámica en el tiempo que permite revalorar permanentemente la problemática de la escasez de agua dulce en función de la oferta y la demanda. Para ello, hemos tenido en cuenta las variaciones de sus factores conductores, y entre ellos sobre todo el de las necesidades en el desarrollo humano. La metodología es de manejo operativo, en la que se puedan introducir de manera rápida y sencilla los cambios en las variables que van a determinar la oferta y la demanda dinámica de agua dulce.<br/>La propuesta metodológica se caracteriza por varios puntos clave. En primer lugar, desarrollamos una discusión terminológica y conceptual en la que, a partir del estado del arte actual llegamos a definir los conceptos de la oferta y la demanda dinámica de agua dulce renovable como primer paso fundamental de nuestra metodología, elaborando un glosario terminológico y conceptual propio para este trabajo.<br/>A partir de la caracterización de la oferta y la demanda dinámica se analiza el escenario business as usual constatándose y valorándose la gravedad de la situación de los nueve países que forman la región del golfo de Guinea, debida fundamentalmente a la no existencia o a la no implementación de gestión de extracción, distribución y abastecimiento de agua dulce por falta de recursos económicos o voluntades políticas. Nuestro segundo paso metodológico permite corroborar la calificación usual de la situación de estos países como de escasez económica. Para poder cubrir esta etapa de la propuesta metodológica ha sido necesario resolver, también metodológicamente, la muy importante escasez de datos para la mayoría de países en desarrollo.<br/>Nuestra propuesta metodológica parte por supuesto de trabajar con la realidad, detectando inconvenientes y limitaciones al aplicarla al caso de estudio de los países de nuestra región. Una de estas limitaciones es claramente la falta de datos necesarios para elaborar nuestros escenarios o para determinar los estándares o confeccionar el nuevo índice; en la medida que se han ido presentando estas circunstancias, hemos recurrido a soluciones metodológicas que nos han permitido estimar nuevos datos a partir de correlaciones y/o extrapolaciones de los datos existentes.<br/>El siguiente punto clave y una de las aportaciones principales de este trabajo de propuesta metodológica es a partir de unas determinadas objetivizaciones de estándares de demanda de agua dulce ligados a unos niveles aceptables de bienestar y calidad de vida, reanalizar mediante la construcción y análisis de los escenarios de futuro correspondientes, las posibilidades y debilidades reales de estos países en relación con la escasez de agua dulce.<br/>El último punto clave es la elaboración de una propuesta de un índice que nos permite evaluar de forma sintética y rápida la situación de un país o región según el nivel de capacidad para satisfacer demandas de agua dulce correspondientes a un estándar de demanda establecido de forma clara y explícita. Para ello, hemos tenido en cuenta las variaciones de sus factores conductores, y entre ellos sobre todo el de las necesidades en el desarrollo humano. La metodología es de manejo operativo, en la que se puedan introducir de manera rápida y sencilla los cambios en las variables que van a determinar la oferta y la demanda dinámica de agua dulce.<br/>La propuesta metodológica se caracteriza por varios puntos clave. En primer lugar, desarrollamos una discusión terminológica y conceptual en la que, a partir del estado del arte actual llegamos a definir los conceptos de la oferta y la demanda dinámica de agua dulce renovable como primer paso fundamental de nuestra metodología, elaborando un glosario terminológico y conceptual propio para este trabajo.<br/>A partir de la caracterización de la oferta y la demanda dinámica se analiza el escenario business as usual constatándose y valorándose la gravedad de la situación de los nueve países que forman la región del golfo de Guinea, debida fundamentalmente a la no existencia o a la no implementación de gestión de extracción, distribución y abastecimiento de agua dulce por falta de recursos económicos o voluntades políticas. Nuestro segundo paso metodológico permite corroborar la calificación usual de la situación de estos países como de escasez económica. Para poder cubrir esta etapa de la propuesta metodológica ha sido necesario resolver, también metodológicamente, la muy importante escasez de datos para la mayoría de países en desarrollo.<br/>Nuestra propuesta metodológica parte por supuesto de trabajar con la realidad, detectando inconvenientes y limitaciones al aplicarla al caso de estudio de los países de nuestra región. L'ésser humà sempre ha estat en contínua interacció amb el seu medi, una interacció que no ha estat exempta de tensions. Des de l'antiguitat diversos registres mostren en diverses societats la consciència de la interdependència entre les societats humanes i el medi natural en què es troben, que habitualment es tradueix en un interès pragmàtic per conservar l'entorn de què depenen per a la seva supervivència. En el moment actual, aquestes interaccions de les societats humanes amb el seu ambient impliquen per primera vegada canvis globals, persistents en el temps i estesos en l'espai, i que no afecten només als pobladors de les regions on es produeixen. Mentre que en les societats preindustrials l'impacte ambiental estava restringit fonamentalment a l'àmbit local, en les societats industrials les conseqüències de la pressió sobre el medi ambient creixen exponencialment i depassen la localitat per assolir dimensions globals. <br/>El conflicte socioambiental és un element central en la interacció entre les societats i el seu entorn, sent una de les forces principals que intervenen en el desequilibri dinàmic propi del sistema socioambiental. Els conflictes socioambientals es manifesten per tensions entre diferents actors amb interessos materials i/o ideals que són excloents entre sí en l'entorn socioambiental (entès com a sistema), és a dir que aquests interessos no es poden donar de forma simultània. Es tracta de processos que tenen un desenvolupament temporal en l'àmbit públic i que poden ser analitzats en termes de cicles o sèries de cicles, amb un inici, un desenvolupament i un tancament, que pot ser parcial o total, i que al·ludeixen a una dinàmica d'oposició, controvèrsia, disputa o protesta d'actors. La complexitat del sistema socioambiental fa que sovint les dinàmiques dels interessos d'un o més actors entrin en contradicció per conseqüències no previstes per cap dels actors. <br/>Les idees sobre la posició de l'home en el món i sobre la naturalesa mateixa han condicionat històricament els conflictes socioambientals. En aquest sentit, el canvi cosmovisional introduït pel moviment científic a partir del segle xv ha tingut una influència notable en l'evolució de les interaccions entre les societats modernes i el seu entorn, separant conceptualment l'home de la natura, el que és objectiu d'allò que és subjectiu. En la concepció moderna del món, l'home pot dominar la naturalesa per al seu benestar mitjançant la racionalitat, el mètode i el càlcul. Al mateix temps, curiosament, la gènesi de la idea de progrés presenta una profunda motivació i rerefons religiosos. En el pensament d'autors tan influents com Bacon s'estableix un vincle nou entre la idea de progrés i la de redempció. L'entusiasme dels intel·lectuals occidentals per la Weltbildung moderna arriba a voler traslladar les receptes de la lògica industrial als problemes socials. En la nova cosmovisió, els problemes de la societat ja no depenen de la seva fidelitat a la llei divina, sinó de l'eficàcia i l'eficiència de l'organització social industrialitzada, es veu la natura com un objecte que ha de ser dominat i apareix la tecnocràcia com a resultat de l'aplicació de la nova lògica tecnocientífica a l'organització social. <br/>Seguint l'argument de Weber podem dir que l'augment exponencial dels impactes socioambientals que es constata durant els últims tres segles ha estat el resultat d'accions «impulsades per la dinàmica d'interessos» ―d'un nombre creixent d'individus―, que han estat orientades segons la imatge moderna del món ―favorable a la dominació de la natura― i que han estat mediatitzades per una tecnologia amb una creixent capacitat de transformació de l'entorn. En els darrers tres-cents anys, la idea de progrés il·limitat ha tingut una influència considerable en l'evolució dels models socioeconòmics predominants i en l'evolució de la tecnologia mateixa. Actualment, els sistemes socioeconòmics es basen en un consum creixent de matèries i energia, i el consumisme s'ha integrat com referent important en la vida quotidiana de cada cop més ciutadans en més països. Les conseqüències de l'augment de la producció industrial i de les pautes de consum des del fordisme són a la base de la gran majoria de conflictes socioambientals actuals. <br/>En les últimes dècades, la noció de sostenibilitat s'ha incorporat al conjunt d'imatges presents en la societat sobre el món i sobre les seves capacitats per satisfer les necessitats humanes. La noció d'insostenibilitat, present en la literatura des de Malthus i Ricardo, està basada en la projecció al futur de l'impacte ambiental de les activitats humanes en un moment concret i en la impossibilitat de mantenir-lo tal com és de manera indefinida. La sostenibilitat es defineix originalment en l'informe Brundtland com la característica que ha de tenir una societat per cobrir les necessitats actuals de les persones que la formen sense comprometre la capacitat de les generacions futures per cobrir les seves pròpies necessitats. En estudiar el seu significat actual, observem que la noció de sostenibilitat ha perdut en l'ús comú una definició concreta des de la publicació de l'informe Brundtland i ha esdevingut un terme plàstic (plastic word) amb més de tres-centes definicions amb significats diferents. Tanmateix, podem entendre la sostenibilitat com una noció utòpica que marca una direcció sobre la qual avançar, tan necessària com les idees de democràcia i justícia en el context socioambiental actual. Així, la sostenibilitat no consisteix en un estadi, sinó que, com els termes com democràcia o justícia, consisteix alhora un horitzó i una pràctica quotidiana, orientats cap a l'anàlisi dels conflictes socioambientals i cap a la seva transformació, a fi i efecte de garantir la satisfacció de les necessitats de les generacions actuals i futures. La sostenibilitat, doncs, és un concepte en construcció entorn de la cerca complexa de la satisfacció de les necessitats humanes en un context ecològic de dinamisme estabilitzat, és a dir que pugui ser durable en el temps. <br/>A mesura que ha avançat el procés d'industrialització, en les diferents regions del món s'observa un augment de la preocupació per la seguretat de les noves condicions industrials i els seus efectes sobre la salut. En la Weltbildung predominant en la societat industrial es considera que els riscos són controlables i que aquests tenen unes conseqüències delimitables espacialment i socialment. Aquesta cosmovisió es posa en qüestió a partir de les contradiccions que suposen els efectes secundaris no previstos de les aplicacions tecnocientífiques, que poden convertir-se en una font generadora de nous riscos. En les últimes dècades, des de diverses posicions s'assenyala l'emergència d'una cultura o societat del risc estretament vinculada al desenvolupament de la tecnociència contemporània i a una inadequada gestió dels seus riscos ambientals i socials. Així mateix, la idea moderna d'expert científic entra en qüestionament quan es posen de manifest la incertesa i la complexitat de les interaccions entre tecnociència, societat i medi ambient. <br/>Les característiques dels conflictes socioambientals actuals condueixen a un replantejament del paper de la participació ciutadana en la transformació d'aquests conflictes. En els conflictes socioambientals actuals que impliquen un alt nivell de complexitat i d'incertesa i una pluralitat de perspectives legítimes, la participació sovint representa una necessitat tècnica i política per a la identificació de solucions i per a la seva posada en marxa. Parlem d'un component «passiu» de la participació quan les actuacions de la ciutadania es limiten a adequar-se al canvi d'hàbits planificat des de les institucions. Per una altra banda, hi ha processos que necessiten incorporar una participació activa i creativa, i per tant conscient, i que són fonamentals per al desenvolupament de la sostenibilitat: com la presa de decisions, la cerca activa d'informació, l'elaboració de materials docents, etc. En la dimensió "activa" de participació per a la sostenibilitat, o sostenibilitat activa, podem diferenciar sis tipus de processos: la informació, la comunicació, la consulta, la deliberació, la presa de decisions i l'acció creativa. Entenem la participació com una pràctica que pot integrar diferents expressions, relacionades entre elles però no sotmeses a una escala jeràrquica ni consecutiva<br/><br/>La incorporació formal de la ciutadania en la transformació dels conflictes socioambientals requereix un canvi progressiu en la cultura participativa local, tant des de la banda de les institucions com des de la mateixa ciutadania. En els casos de crisis o conflictes socioambientals aguts, sovint s'han de desenvolupar processos participatius de manera urgent. En els casos en què la cultura de participació ciutadana (des de la banda institucional i/o de la ciutadana) és feble o no s'ha desenvolupat, la resolució de la crisi tindrà dificultats per ser satisfactòria i duradora en el temps. Identifiquem tres aspectes que cal conjugar perquè els diferents satisfactors sinèrgics de la participació puguin desenvolupar-se: 1) les capacitats necessàries per a la participació activa, 2) un marc normatiu que permeti suficientment la participació, i 3) la presència d'elements catalitzadors de la participació en els seus diferents modes (informació, comunicació, consulta, deliberació, presa de decisions i acció creativa). <br/>Durant la recerca observem que l'ús de les noves tecnologies d'informació i comunicació pot tenir un paper important en ampliar els espais d'informació, comunicació, consulta, deliberació, presa de decisions i acció creativa que poden ser aplicats a la transformació positiva dels conflictes socioambientals. En el procés d'alfabetització digital, com en l'alfabetització lectoescriptora, es reprodueix o transforma una visió del món i és un espai propici per al desenvolupament de capacitats de sostenibilitat activa. <br/>Constatem que la metodologia d'aprenentatge de les eines informàtiques que s'ha consolidat en la nostra recerca al llarg de les iteracions de reflexió-acció és significativa, dialògica i interconnectada: <br/>- Relació entre l'objecte i el context: Interconnectada. La metodologia relaciona l'objecte de l'aprenentatge (les eines informàtiques) amb el seu context, amb el que podríem anomenar ecosistema tecnològic: els impactes de l'objecte sobre el context local/global, les implicacions de la tecnologia en els problemes del barri i les seves possibles solucions, els seus diferents usos i les oportunitats/amenaces que aquests ofereixen, els contextos de significat on s'ha desenvolupat la tecnologia i en els que s'usa, etc. Observem que la vinculació de l'objecte d'estudi, el «text» digital, dins del seu context, posant de manifest els lligams que la tecnologia digital té amb la societat, amb la realitat actual (tant local com global) facilita l'alfabetització digital així com el desenvolupament de capacitats de sostenibilitat activa. D'aquesta manera, l'aprenentatge afavoreix el desenvolupament d'un coneixement i una mirada complexa que visibilitza les interrelacions dels diferents aspectes socials i tecnològics, i que és indispensable per la generació d'un nou context de significat en què pugui tenir lloc la construcció de la sostenibilitat des de la participació activa. <br/>- Relació entre l'objecte i el subjecte: Significativa. La metodologia afavoreix la motivació i l'apropiació de l'aprenentatge, la construcció de coneixements significatius pel subjecte de l'aprenentatge. Els elements i l'univers vocabular de l'aprenentatge es desenvolupen des dels coneixements previs del subjecte i els seus interessos. El subjecte dibuixa el seu recorregut d'aprenentatge, desenvolupa la seva autonomia en el procés, decideix què vol aprendre des de les seves expectatives inicials i els nous interessos que apareixen al llarg del procés. L'autonomia i la significativitat faciliten que els participants integrin la «lectura» de la tecnologia dins l'entreteixit de la seva cultura, i des d'aquí poder orientar les seves accions «d'escriptura», de transformació, usant els nous coneixements. <br/>- Relació entre els subjectes: Dialògica. La metodologia crea espais de comunicació argumentativa que desenvolupen capacitats per a la participació i el diàleg horitzontal, així com un augment de la confiança en els processos de participació dins de l'aula (com a part de l'aprenentatge), però també fora de l'aula (com a via de millorar els problemes del barri/municipi). Es fomenta l'aprenentatge des de l'intercanvi de coneixements, la discussió, el debat entorn de la dimensió social/cultural de la tecnologia, entorn les seves implicacions per la cultura dels participants i dels seus usos per la comunicació/deliberació sobre els aspectes del barri que preocupen als participants. <br/><br/>En la nostra societat els conflictes socioambientals són cada vegada més complexos i introdueixen elements no tradicionals que requereixen participació ciutadana per a la seva transformació. L'educació, reproductora/creadora de nous significats, pot facilitar la comprensió de la sostenibilitat i el desenvolupament de capacitats de sostenibilitat activa, i contribuir, així, a la transformació positiva dels conflictes socioambientals. Des d'una vocació transdisciplinar, aquesta treball pretén ser una aportació teòrica-pràctica a la comprensió de la sostenibilitat i dels conflictes socioambientals actuals, així com del paper de la participació ciutadana i dels processos d'ensenyament-aprenentatge en la seva transformació. En el transcurs d'aquest treball s'han enllaçat un gran nombre de dimensions i observat diversos límits de la recerca que poden oferir possibilitats de futur en la investigació posterior.; The human being has always been in continuous interaction with its environment, an interaction that has not been exempt from tensions. While in pre-industrial societies the environmental impact was primarily restricted to the local level, in industrial societies the consequences of pressure on the environment are growing exponentially and reaching global dimensions. <br/>The socio-environmental conflict is a central element in the interaction between societies and their environment, one of the main forces involved in the dynamic imbalance as befits socio-environmental system. The socio-environmental conflicts are manifested by tensions between different actors with mutually exclusive material and/or ideal interests in a social-environmental system, i.e. that these interests can not be taken simultaneously. These processes have a temporal development in the public domain and can be analyzed in terms of cycles or sets of cycles, with a beginning, a development and a closure, which can be partial or total. They relate to a dynamic opposition, controversy, dispute or protest between various actors. Due to the complexity of the socio-environmental system, the dynamics of the interests of one or more actors often enter into contradiction due to consequences that are unforeseen by the actors. <br/>Ideas about nature and man's position in the world have historically conditioned socio-environmental conflicts. In this sense, the worldview change introduced by the scientific movement of the fifteenth century has had a significant influence on the evolution of interactions between modern societies and their environment, conceptually separating man from nature, and the objective from the subjective. In the modern conception of the world, man can conquer nature for his welfare by means of reasoning, metond and calculating. At the same time, the genesis of the idea of progress has a profound religious background and motivation. Within the work of such influential authors as Francis Bacon a new link between the idea of progress and redemption is established. The enthusiasm of Western intellectuals in the modern Weltbildung calls for a transfer of the prescription of industrial logic to social problems. In the new world view, the problems of society no longer depend on their fidelity to the divine law, but rather on the effectiveness and efficiency of the industrialized social organization, Nature is viewed as an object to dominate and technocracy appears as the result of the implementation of the new techno-scientific logic of the social organization. <br/>Following Max Weber's argument we could say that the exponential increase of socio-environmental impacts noted during the last three centuries has been the result of actions «driven by the dynamics of interest» ―by a growing number of individuals―, targeted according to the modern image of the world ―favourable to domination of nature― and mediated by a technology with a growing capacity to transforming the environment. In the last three centuries, the idea of unlimited progress has had a considerable influence on the evolution of the prevailing socio-economic models and the evolution of technology. Currently, socio-economic systems are based on increasing consumption of materials and energy, and consumerism has been incorporated as an important reference in the daily lives of more citizens in more countries. The consequences of increased industrial production and consumption patterns from Fordism are at the root of most current socio-environmental conflicts. <br/>In recent decades, the notion of sustainability has been incorporated into the set of images our society has of the world and on its capabilities for meeting human needs. The notion of unsustainability, present in the literature from Malthus and Ricardo, is based on a future projection of the environmental impact of human activities at a specific time and on the impossibility in keeping it as such indefinitely. Sustainability is defined originally in the Brundtland Report as the characteristic of a development that «meets the needs of the present without compromising the ability of future generations to meet their own needs». By analyzing its current meaning, we note that the notion of sustainability has lost a precise definition since the publication of the Brundtland report and it has become a plastic word, with over three hundred different definitions. However, we understand sustainability to be a utopian ideal that sets a direction in which to move towards, just as necessary as the ideals of democracy and justice are within the current socio-environmental context. Thus, sustainability is not a stage, but, like democracy or justice, is both a horizon and a daily practice oriented to a positive transformation of socio-environmental, with the aim of ensuring the satisfaction of the needs of present and future generations. Sustainability, then, is a concept built around the complex search for the satisfaction of human needs in a dynamic ecological context, ie a solution to the satisfaction of needs that can be durable over time. <br/>As industrialization has progressed, an increase in concern for the safety of new industrial conditions and their effects on health has been witnessed in different regions of the world. The predominant Weltbildung in industrial society considers that its risks are manageable and its consequences are <br/>spatially and socially delimited. This worldview is questioned from the contradictions posed by unanticipated side effects of techno-scientific applications, which sometimes become a source of new risks. In recent decades, the emergence of a risk culture or risk society has been observed. This is closely linked to the development of contemporary technoscience and to the inadequate management of its environmental and social risks. Also, the modern idea of scientific expert is questioned when the uncertainty and complexity of the interactions between techno-science, society and environment are evidenced. <br/>The current characteristics of socio-environmental conflicts lead to a rethinking of the role of citizenry in the transformation of these conflicts. In the current socio-environmental conflicts that involve a high level of complexity and uncertainty and a plurality of legitimate perspectives, public participation often becomes a technical and a political need for identifying solutions and for implementing them. A «passive» component of participation is considered when the actions of citizens are limited to accommodating to a behaviour change planned by institutions. On the other hand, there are processes that are essential for the development of sustainability and need to incorporate active and creative participation, such as decision making, active information seeking, developing teaching materials, etc. In the «active» dimension of participation for sustainability, or active sustainability, we have identified six types of processes: information, communication, consultation, deliberation, decision making and creative action. <br/>The formal integration of citizenry in socio-environmental conflict transformation requires a progressive change in the local participatory culture, both from the side of institutions as well as citizenry. It often occurs that in cases of socio-environmental crisis or acute conflict, participatory processes must be developed urgently. When the culture of public participation (from the institutional and/or the citizenry side) is weak or undeveloped, the resolution of the crisis will be hardly successful and sustainable over time. We identify three aspects that are needed in order to develop different synergistic satisfiers for participation: 1) the skills needed for active participation, 2) an adequate legal framework allowing participation, and 3) the presence of catalysts of participation in their different forms (information, communication, consultation, deliberation, decision making and creative action). <br/>During this research we observed that the use of new ICTs can play an important role to broaden the range of information, communication, consultation, deliberation, decision making and creative action processes that can be applied to the positive transformation of socio-environmental conflicts. Digital literacy, just as with traditional literacy, reproduces or transforms a world view and is a fertile area for capacity development of active sustainability. <br/>We note that the methodology consolidated over the reflection-action iterations is significant, dialogical and interconnected: <br/>- Relationship between object and context: Interconnected. The methodology relates the object of learning (tools) to its context, with what might be called technological ecosystem: the impacts of the context object on local / global, the implications of technology on neighbourhood issues and possible solutions, its different uses and opportunities / threats offer meaningful contexts in which technology has evolved and where it is used, and so on. We note that linking the object of study, the "text" digital, in context, highlighting the links that digital technology has with society, with the current reality (both local and global) provides digital literacy and capacity building of active sustainability. In this way, learning fosters the development of knowledge and a perspective that makes visible the complex interrelationships among the different social and technological aspects, and is indispensable for the generation of a new context of meaning to take place in the construction of the sustainability from active participation. - The relationship between the object and subject: Significant. The methodology fosters motivation and learning acquisition, construction of significant knowledge of the subject of learning. The elements and learning vocabular universe develop from the interests and prior knowledge of the subject. Each participant draws the path of their learning, develops their autonomy in the process, and decides what to learn from their initial expectations and new interests that appear throughout the process. The autonomy and the significance that participants integrate facilitate "reading" of the technology within the interweaving of culture, and from there, guide their actions "writing", processing, use of new knowledge. <br/>- The relationship between subjects: Dialogical. The methodology creates spaces argumentative developing communication skills for participation and horizontal dialogue and increased confidence in the processes of participation in the classroom (as part of learning), but also outside the classroom (as a means of improving neighbourhood issues / municipality). It encourages learning from knowledge sharing, discussion, debate about the social / cultural life of technology, about its implications for the culture of the participants and their uses for communication / discussion on aspects of area of concern to participants. <br/>In our society, socio-environmental conflicts are increasingly complex and introduce non-traditional elements that require public participation. Education, reproducing/creating new meanings, can facilitate the understanding of sustainability and capacity building of active sustainability and, thus, contribute to the positive transformation of socio-environmental conflicts. From a transdisciplinary vocation, this work is intended as a theoretical and practical contribution to a better understanding of sustainability and the current socio-environmental conflicts, as well as to highlight the role of citizen participation and the processes of teaching-learning in their transformation. In the course of the work, a large number of dimensions have been linked and several limitations of the research have been noted that may offer prospects in the subsequent research.

Des de l'antiguitat diversos registres mostren en diverses societats la consciència de la interdependència entre les societats humanes i el medi natural en què es troben, que habitualment es tradueix en un interès pragmàtic per conservar l'entorn de què depenen per a la seva supervivència. En el moment actual, aquestes interaccions de les societats humanes amb el seu ambient impliquen per primera vegada canvis globals, persistents en el temps i estesos en l'espai, i que no afecten només als pobladors de les regions on es produeixen. Mentre que en les societats preindustrials l'impacte ambiental estava restringit fonamentalment a l'àmbit local, en les societats industrials les conseqüències de la pressió sobre el medi ambient creixen exponencialment i depassen la localitat per assolir dimensions globals. <br/>El conflicte socioambiental és un element central en la interacció entre les societats i el seu entorn, sent una de les forces principals que intervenen en el desequilibri dinàmic propi del sistema socioambiental. Els conflictes socioambientals es manifesten per tensions entre diferents actors amb interessos materials i/o ideals que són excloents entre sí en l'entorn socioambiental (entès com a sistema), és a dir que aquests interessos no es poden donar de forma simultània. Es tracta de processos que tenen un desenvolupament temporal en l'àmbit públic i que poden ser analitzats en termes de cicles o sèries de cicles, amb un inici, un desenvolupament i un tancament, que pot ser parcial o total, i que al·ludeixen a una dinàmica d'oposició, controvèrsia, disputa o protesta d'actors. La complexitat del sistema socioambiental fa que sovint les dinàmiques dels interessos d'un o més actors entrin en contradicció per conseqüències no previstes per cap dels actors. <br/>Les idees sobre la posició de l'home en el món i sobre la naturalesa mateixa han condicionat històricament els conflictes socioambientals. En aquest sentit, el canvi cosmovisional introduït pel moviment científic a partir del segle xv ha tingut una influència notable en l'evolució de les interaccions entre les societats modernes i el seu entorn, separant conceptualment l'home de la natura, el que és objectiu d'allò que és subjectiu. En la concepció moderna del món, l'home pot dominar la naturalesa per al seu benestar mitjançant la racionalitat, el mètode i el càlcul. Al mateix temps, curiosament, la gènesi de la idea de progrés presenta una profunda motivació i rerefons religiosos. En el pensament d'autors tan influents com Bacon s'estableix un vincle nou entre la idea de progrés i la de redempció. L'entusiasme dels intel·lectuals occidentals per la Weltbildung moderna arriba a voler traslladar les receptes de la lògica industrial als problemes socials. En la nova cosmovisió, els problemes de la societat ja no depenen de la seva fidelitat a la llei divina, sinó de l'eficàcia i l'eficiència de l'organització social industrialitzada, es veu la natura com un objecte que ha de ser dominat i apareix la tecnocràcia com a resultat de l'aplicació de la nova lògica tecnocientífica a l'organització social. <br/>Seguint l'argument de Weber podem dir que l'augment exponencial dels impactes socioambientals que es constata durant els últims tres segles ha estat el resultat d'accions «impulsades per la dinàmica d'interessos» ―d'un nombre creixent d'individus―, que han estat orientades segons la imatge moderna del món ―favorable a la dominació de la natura― i que han estat mediatitzades per una tecnologia amb una creixent capacitat de transformació de l'entorn. En els darrers tres-cents anys, la idea de progrés il·limitat ha tingut una influència considerable en l'evolució dels models socioeconòmics predominants i en l'evolució de la tecnologia mateixa. Actualment, els sistemes socioeconòmics es basen en un consum creixent de matèries i energia, i el consumisme s'ha integrat com referent important en la vida quotidiana de cada cop més ciutadans en més països. Les conseqüències de l'augment de la producció industrial i de les pautes de consum des del fordisme són a la base de la gran majoria de conflictes socioambientals actuals. <br/>En les últimes dècades, la noció de sostenibilitat s'ha incorporat al conjunt d'imatges presents en la societat sobre el món i sobre les seves capacitats per satisfer les necessitats humanes. La noció d'insostenibilitat, present en la literatura des de Malthus i Ricardo, està basada en la projecció al futur de l'impacte ambiental de les activitats humanes en un moment concret i en la impossibilitat de mantenir-lo tal com és de manera indefinida. La sostenibilitat es defineix originalment en l'informe Brundtland com la característica que ha de tenir una societat per cobrir les necessitats actuals de les persones que la formen sense comprometre la capacitat de les generacions futures per cobrir les seves pròpies necessitats. En els conflictes socioambientals actuals que impliquen un alt nivell de complexitat i d'incertesa i una pluralitat de perspectives legítimes, la participació sovint representa una necessitat tècnica i política per a la identificació de solucions i per a la seva posada en marxa. Parlem d'un component «passiu» de la participació quan les actuacions de la ciutadania es limiten a adequar-se al canvi d'hàbits planificat des de les institucions. Per una altra banda, hi ha processos que necessiten incorporar una participació activa i creativa, i per tant conscient, i que són fonamentals per al desenvolupament de la sostenibilitat: com la presa de decisions, la cerca activa d'informació, l'elaboració de materials docents, etc. En la dimensió "activa" de participació per a la sostenibilitat, o sostenibilitat activa, podem diferenciar sis tipus de processos: la informació, la comunicació, la consulta, la deliberació, la presa de decisions i l'acció creativa. En els casos en què la cultura de participació ciutadana (des de la banda institucional i/o de la ciutadana) és feble o no s'ha desenvolupat, la resolució de la crisi tindrà dificultats per ser satisfactòria i duradora en el temps. Identifiquem tres aspectes que cal conjugar perquè els diferents satisfactors sinèrgics de la participació puguin desenvolupar-se: 1) les capacitats necessàries per a la participació activa, 2) un marc normatiu que permeti suficientment la participació, i 3) la presència d'elements catalitzadors de la participació en els seus diferents modes (informació, comunicació, consulta, deliberació, presa de decisions i acció creativa). <br/>Durant la recerca observem que l'ús de les noves tecnologies d'informació i comunicació pot tenir un paper important en ampliar els espais d'informació, comunicació, consulta, deliberació, presa de decisions i acció creativa que poden ser aplicats a la transformació positiva dels conflictes socioambientals. En el procés d'alfabetització digital, com en l'alfabetització lectoescriptora, es reprodueix o transforma una visió del món i és un espai propici per al desenvolupament de capacitats de sostenibilitat activa. <br/>Constatem que la metodologia d'aprenentatge de les eines informàtiques que s'ha consolidat en la nostra recerca al llarg de les iteracions de reflexió-acció és significativa, dialògica i interconnectada: <br/>- Relació entre l'objecte i el context: Interconnectada. La metodologia relaciona l'objecte de l'aprenentatge (les eines informàtiques) amb el seu context, amb el que podríem anomenar ecosistema tecnològic: els impactes de l'objecte sobre el context local/global, les implicacions de la tecnologia en els problemes del barri i les seves possibles solucions, els seus diferents usos i les oportunitats/amenaces que aquests ofereixen, els contextos de significat on s'ha desenvolupat la tecnologia i en els que s'usa, etc. Observem que la vinculació de l'objecte d'estudi, el «text» digital, dins del seu context, posant de manifest els lligams que la tecnologia digital té amb la societat, amb la realitat actual (tant local com global) facilita l'alfabetització digital així com el desenvolupament de capacitats de sostenibilitat activa. D'aquesta manera, l'aprenentatge afavoreix el desenvolupament d'un coneixement i una mirada complexa que visibilitza les interrelacions dels diferents aspectes socials i tecnològics, i que és indispensable per la generació d'un nou context de significat en què pugui tenir lloc la construcció de la sostenibilitat des de la participació activa. <br/>- Relació entre l'objecte i el subjecte: Significativa. La metodologia afavoreix la motivació i l'apropiació de l'aprenentatge, la construcció de coneixements significatius pel subjecte de l'aprenentatge. El subjecte dibuixa el seu recorregut d'aprenentatge, desenvolupa la seva autonomia en el procés, decideix què vol aprendre des de les seves expectatives inicials i els nous interessos que apareixen al llarg del procés. L'autonomia i la significativitat faciliten que els participants integrin la «lectura» de la tecnologia dins l'entreteixit de la seva cultura, i des d'aquí poder orientar les seves accions «d'escriptura», de transformació, usant els nous coneixements. <br/>- Relació entre els subjectes: Dialògica. La metodologia crea espais de comunicació argumentativa que desenvolupen capacitats per a la participació i el diàleg horitzontal, així com un augment de la confiança en els processos de participació dins de l'aula (com a part de l'aprenentatge), però també fora de l'aula (com a via de millorar els problemes del barri/municipi). Es fomenta l'aprenentatge des de l'intercanvi de coneixements, la discussió, el debat entorn de la dimensió social/cultural de la tecnologia, entorn les seves implicacions per la cultura dels participants i dels seus usos per la comunicació/deliberació sobre els aspectes del barri que preocupen als participants. <br/><br/>En la nostra societat els conflictes socioambientals són cada vegada més complexos i introdueixen elements no tradicionals que requereixen participació ciutadana per a la seva transformació. L'educació, reproductora/creadora de nous significats, pot facilitar la comprensió de la sostenibilitat i el desenvolupament de capacitats de sostenibilitat activa, i contribuir, així, a la transformació positiva dels conflictes socioambientals. Des d'una vocació transdisciplinar, aquesta treball pretén ser una aportació teòrica-pràctica a la comprensió de la sostenibilitat i dels conflictes socioambientals actuals, així com del paper de la participació ciutadana i dels processos d'ensenyament-aprenentatge en la seva transformació. En el transcurs d'aquest treball s'han enllaçat un gran nombre de dimensions i observat diversos límits de la recerca que poden oferir possibilitats de futur en la investigació posterior.

These processes have a temporal development in the public domain and can be analyzed in terms of cycles or sets of cycles, with a beginning, a development and a closure, which can be partial or total. They relate to a dynamic opposition, controversy, dispute or protest between various actors. We identify three aspects that are needed in order to develop different synergistic satisfiers for participation: 1) the skills needed for active participation, 2) an adequate legal framework allowing participation, and 3) the presence of catalysts of participation in their different forms (information, communication, consultation, deliberation, decision making and creative action). <br/>During this research we observed that the use of new ICTs can play an important role to broaden the range of information, communication, consultation, deliberation, decision making and creative action processes that can be applied to the positive transformation of socio-environmental conflicts. Digital literacy, just as with traditional literacy, reproduces or transforms a world view and is a fertile area for capacity development of active sustainability. <br/>We note that the methodology consolidated over the reflection-action iterations is significant, dialogical and interconnected: <br/>- Relationship between object and context: Interconnected. The methodology relates the object of learning (tools) to its context, with what might be called technological ecosystem: the impacts of the context object on local / global, the implications of technology on neighbourhood issues and possible solutions, its different uses and opportunities / threats offer meaningful contexts in which technology has evolved and where it is used, and so on. We note that linking the object of study, the "text" digital, in context, highlighting the links that digital technology has with society, with the current reality (both local and global) provides digital literacy and capacity building of active sustainability. In this way, learning fosters the development of knowledge and a perspective that makes visible the complex interrelationships among the different social and technological aspects, and is indispensable for the generation of a new context of meaning to take place in the construction of the sustainability from active participation. - The relationship between the object and subject: Significant. The methodology fosters motivation and learning acquisition, construction of significant knowledge of the subject of learning. The elements and learning vocabular universe develop from the interests and prior knowledge of the subject. Each participant draws the path of their learning, develops their autonomy in the process, and decides what to learn from their initial expectations and new interests that appear throughout the process. The autonomy and the significance that participants integrate facilitate "reading" of the technology within the interweaving of culture, and from there, guide their actions "writing", processing, use of new knowledge. <br/>- The relationship between subjects: Dialogical. The methodology creates spaces argumentative developing communication skills for participation and horizontal dialogue and increased confidence in the processes of participation in the classroom (as part of learning), but also outside the classroom (as a means of improving neighbourhood issues / municipality). It encourages learning from knowledge sharing, discussion, debate about the social / cultural life of technology, about its implications for the culture of the participants and their uses for communication / discussion on aspects of area of concern to participants. <br/>In our society, socio-environmental conflicts are increasingly complex and introduce non-traditional elements that require public participation. Education, reproducing/creating new meanings, can facilitate the understanding of sustainability and capacity building of active sustainability and, thus, contribute to the positive transformation of socio-environmental conflicts. From a transdisciplinary vocation, this work is intended as a theoretical and practical contribution to a better understanding of sustainability and the current socio-environmental conflicts, as well as to highlight the role of citizen participation and the processes of teaching-learning in their transformation. In the course of the work, a large number of dimensions have been linked and several limitations of the research have been noted that may offer prospects in the subsequent research.
