Abstract: Inspección embarcaciones de recreo&#xD;
(ITB): regimen jurídico del reconocimiento e inspección buques recreo (RD 1434/999). La normativa principal que rige las inspecciones de una embarcación de recreo es el “RD 1434/1999, de 10 de septiembre, por el que se establecen los reconocimientos e inspecciones de las embarcaciones de recreo para garantizar la seguridad de la vida humana en la mar y se determinan las condiciones que deben reunir las entidades colaboradoras de inspección.” El Certificado de Navegabilidad acredita que una determinada embarcación cumple las condiciones exigidas reglamentariamente y da constancia de los reconocimientos efectuados, su clase y la fecha de los próximos a realizar. Lo expide siempre la Administración Marítima, una vez superado el reconocimiento inicial, excepto las embarcaciones con marcado "CE" que están exentas del mismo y la expedición del certificado será de forma automática.</description>

Abstract: Within an scenario of highly sensitivity on&#xD;
environmental questions, followed by an international regulation body, that is restricting the emission levels from ships in ports with the future possibilit y of more stringent local regulations; the&#xD;
challenge for the world’s fleet are not only technical but economic and logistical. From one side, there are different technical alternatives affording to accomplish the nowadays international regulations. Even&#xD;
avoiding on board modifications, the owner can decide to use low sulphur content fuels, together with slight changes in engines to reduce the levels of nitrogen oxides. But the question posed in this paper is how to support the decision to use high quality oil derivatives, because environment questions, but with a favorable economic balance. That superior cost will be translated in a higher transport chain cost. Additionally regarding coastal navigation, it is possible in the&#xD;
future that some new regulations could penalize elevated rates of CO2 emissions, not yet considered by MARPOL convention. This&#xD;
paper will analyze the availability&#xD;
of the use of methane as ideal fuel to get compliment of the nowa days and even future, local and international regulations of CO2 and NOX, regarding the fuel derivatives and no emissions of sulphur oxides and ashes.</description>

Abstract: We present a general formulation for incompressible fluid flow analysis using the finite element method (FEM). The necessary stabilization for dealing with convective effects and the incompressibility condition are introduced via the so called finite calculus (FIC) method. The extension of the standard eulerian form of the equations to an arbitrary lagrangian-eulerian (ALE) frame adequate for treating fluid-structure interaction problems is presented. The fully lagrangian form is also discussed. Details of an effective mesh updating procedure are presented together with a method for dealing with free surface effects of importance for ship hydrodynamic analysis and many other fluid flow problems. Examples of application&#xD;
of the eulerian, the ALE and the fully lagrangian flow descriptions are presented.</description>

Abstract: This paper addresses the issue of uncertainty in ship-generated hydrocarbon waste collection data from the time of the Directive 2000/59/EC publication to, the year 2005. The starting point was an in-deep analysis of the Directive when the EU Environmental law was published and continued with the monitoring of the decision making process of the Royal Decree in Spain as Member State. Then, the aim was to find data about the amount of oil waste generated by ships. Firstly, amount of oil waste generation as EU official data was searched. Secondly, after having found little significant data, a general research of oil waste quantities on port reception facilities and at sea spillages was done. Finally, a way of performing a calculation to theoretically estimate the oil waste amounts is suggested. All this process allows to: first realize the long and slow way a new international law creation carries along. And second how far Spain still is from the European levels of vessel oil waste management, specifically the oil waste described in Attached document I to MARPOL international agreement.</description>
